自 2010 年启动精细化管理改革之后,已取得了重大成效,增加了山东高速股份有限公
司的企业竞争力和经济效益。不过,山东高速股份有限公司原有的精细化管理方案较为
精简,难以面对日益激烈的市场竞争,仍存在一些问题。本研究主要是结合精细化管理、
人力资源、项目管理等理论,通过问询法、现场观察法、文献分析法等对山东高速股份
有限公司的精细化管理现状进行分析和评价,得出公司目前精细化管理存在的问题。本
研究将精细化管理存在的问题概括为人力资源、成本、质量、进度、信息化五方面,以
此为切入点,切实优化山东高速股份有限公司精细化管理工作
本研究在问题诊断的基础上,充分考虑优化方案设计的基本原则,有针对性的对已
有问题进行了综合分析,并从人力资源、成本、质量、进度、信息化五方面设计了山东
高速股份有限公司的精细化管理优化方案,制定了优化方案的详细内容和具体措施,并
从组织机构、制度、物资、执行力等方面提出了精细化管理实施的保障措施,提出了对
于提高公司的精细化管理水平、降本增效、增强企业实力等方面的精细化管理优化方案,
旨在为已有精细化管理实践经验的企业提供参考

Abstract
Shandong Hi-Speed Group has gained a rapid development with its scale also gradually
growing. However, its relatively extensive development model directly influences its quality
and efficiency, restricting its further development. Shandong Hi-Speed Co., Ltd (hereinafter
referred to as Shandong Hi-Speed) as a leading company of Shandong Hi-Speed Group is
facing many problems: over-staffing organizations, mismanagement, low informatization
status, redundant personnel as well as low efficiency etc. Hence, fine management has
become its top priority. As marketization process becomes faster, competitiveness and the
overall benefits of the state-owned enterprises are becoming worse. To improve Shandong
Hi-Speed’s overall ability, competitiveness and benefits and to make it fulfill its social
responsibility, it is necessary to implement overall fine management as per Shandong
Hi-Speed’s features in management and business.
With the analysis to basic theory of fine management in enterprises, theory of human
resource management, and project management theory, this thesis, employing methods like
document analysis method and questionnaire method, aims to survey and analyze the current
situation and problems of Shandong Hi-Speed’s fine management, showing the problems
found in fine management from aspects of human resources, cost, quality, progress,
informatization and culture etc. This thesis designs a further fine management plan with
detailed contents and specific measures in human resources, cost, quality, progress,
informatization and culture according to basic principles made as per fine management
schedule. Furthermore, it also comes up with supporting measures to carry out the fine
management from organization, system, materials and execution. This thesis also puts forward
effective fine management plans to improve the fine management, lower the cost, increase
efficiency, and strengthen the enterprise’s ability etc.
This thesis performs a preliminary analysis and evaluation on the results of the optimized
fine management plan with the method of case study and level analysis. The analysis
conclusion demonstrates that Shandong Hi-Speed’s optimized fine management plan is
feasible in state-owned enterprises’ fine management reform. It also shows reference value
to those enterprises with practical experience on fine management.
