摘要
榆树供电公司绩效管理改进研究
随着电力体制改革的不断深化,电力市场逐步开放,在售点侧引入竞争机
制,电网公司现有经营模式将受到较大冲击。电网公司承担着巨大的社会责任
和经济责任,如何在新形势下保持企业竞争力,全面提高企业运营效率是摆在
电力企业面前的重大课题。毫无疑问,高效的绩效管理是重要的解决途径之一,
因此如何在电力企业因地制宜的实施有效的绩效管理具有重大而深远的意义

本文对榆树供电公司绩效管理现状及存在问题进行了分析,并结合行业特
点及公司特色,运用现代绩效管理理念和方式对其绩效管理进行了全面的改进

本文首先介绍了榆树供电公司基本情况和组织结构,在此基础上分析现有绩效
管理存在的问题:一是绩效计划不够完善,考核内容以及权重设置上缺乏科学
性和严谨性,导致大部分员工对绩效考核指标不满;二是绩效管理流程缺乏关
键环节,绩效沟通、反馈和改进等环节被人为取消或忽视,导致被考核者出现
不满、抵触情绪,绩效管理的真正意义完全得不到实现;三是考核内容存在缺
陷,缺乏横向同级别之间的协同考核,造成专业间壁垒严重,部门考核结果与
部门员工考核结果缺乏关联性,导致部门员工团队协作意识差,部门内部缺乏
凝聚力和向心力;四是绩效考核的结果应用不足,绩效薪酬占比较低,缺乏在
升迁竞聘,评奖评优,教育培训等方面的应用。在充分分析上述问题成因的基
础上,本文结合企业发展现状,通过绩效计划的制定、绩效实施、绩效考评、
绩效反馈与应用等环节的重新设定,构建了一套基于关键绩效指标(KPI)的绩
效管理方案,完善了各层级的绩效计划,补全了绩效管理的关键环节,增加了
专业协同考核,调整了各项考核内容的分值比例,实现了绩效考评结果的多方
面应用。最后,从组织保障和技术保障两个层面为新的绩效管理方案的高效实
施提出了保障措施。改进的绩效管理方案运用了先进的绩效管理方法,紧密结
合榆树供电公司战略目标、经营特色,将会极大的提升公司绩效管理水平,为II
公司实现经营目标、更好的服务电力客户提供坚实的保障

本文希望通过对榆树供电公司绩效管理的改进和高效实施,切实提高人力
资源管理水平、提升员工满意度,确保企业提质增效,加快实现建设“一强三
优”电力企业的战略目标。与此同时,本文对电力企业绩效管理的改进思路和
改进方法,对于其他电力企业以及部门老牌国企,具有一定的参考价值和借鉴
意义

Abstract
Research on the Improvement of Performance
Management of Yushu Power Supply Company
With the continuous deepening of the reform of the power system, the electric
power market gradually opening, the introduction of competition mechanism at the
point of sale , the grid company&39;s existing business model will be a greater impact.
Power Grid Corp takes on a huge social responsibility and economic responsibility,
how to maintain the competitiveness of enterprises in the new situation, and
comprehensively improve the efficiency of business operations is a major issue in
front of power companies. There is no doubt that efficient performance management
is one of the most important ways to solve the problem, so how to implement
effective performance management in electric power enterprises is of great
significance.
In this paper, the performance management is a comprehensive
improvement through to analysis of the Yushu power supply company performance
management present situation and existing problems, combined with industry
characteristics and company characteristic, using the modern performance
management concept and method. This paper analyses the existing problems of
performance management, on the basis of this paper introduces the basic situation and
Yushu power supply company organizational structure. First, because of the
imperfection of the performance plan and assessment content, the weighting on the
lack of scientific and rigour, most employees dissatisfy with performance appraisal
indicators. Second, key links are missed in the management of performance and
performance communication, feedback and improvement is cancelled or ignored
leading to discontent and resentment.Third, the defects of evaluation content and lack
of horizontal cooperation among with the level of the inspection, cause serious
barriers between departments and staff team cooperation consciousness is poor, the
lack of cohesion and centripetal force because of department examination results withIV
the results of staff appraisal lack of relevance. Fourth, the application of the
performance evaluation result is not sufficient and performance pay is low with a lack
of application in the promotion, the recommendation, education and training. On the
basis of full analysis of the cause of the problem, this paper establishes a performance
management plan based on key performance indicators (KPI),combining with the
enterprise development present situation, through the performance planning,
performance implementation, performance evaluation, performance feedback and
application of reset. The scheme improves the level of performance plan, adds the key
links in the process of performance management, increases the professional
cooperative evaluation, adjusts the assessment of the content percentage score,
realizes the application of performance evaluation results in many aspects.Finally,
from two aspects: organization support and technical support for the new
performance management scheme the efficient implementation of the safeguard
measures are put forward. Improved performance management scheme using the
advanced performance management method, elm closely connected power supply
company strategic objectives, management features, will greatly enhance the level of
corporate performance management, and provides a solid guarantee for the company
to achieve business objectives, better service for electric power customer.
This article hope to improve the level of human resource management, to
improve employee satisfaction, to ensure that the enterprise mass transfer efficiency,
to accelerate construction of a strong three-excellent the electric power enterprise&39;s
strategic goal through the management improvement and effective implementation of
Yushu power supply company performance. At the same time, this article also has a
certain reference value for the design and improvement of performance management
of other electric power enterprises, through the practical application of enterprise
performance management theory.
