安全生产管理的实质是安全风险管理,安全风险管理的核心是安全风险评估。为深
入贯彻落实风险管理工作要求,全面提升企业风险管控能力和安全生产承载能力,本文
首先结合供电公司的现状,分析了县级供电企业作业项目安全生产风险管控系统的需求
要素,对系统的业务流程、数据流程进行了详细论述;其次,以系统设计原则为依据,
设计了系统的技术架构,构建了管控系统风险评估指标体系,并设计了系统的主要数据
库表和输入/输出内容;之后,分析了系统实现的硬件以软件环境,介绍了各个功能模块
的界面;最后,采用物元可拓模型,进行了后评价研究,证明了本系统具有较强的可操
作性和较好的使用效果

Abstract
In recent years, as the State Grid Corporation of China constantly improves the
practices and regulations of infrastructure work safety management and construction
project safety management, the project safety management standardization is steadily
advancing. However, the project construction still has many problems in safety
management. Therefore, the safety of power grid construction and production has been
highly valued by the government. In order to effectively prevent the construction safety
accidents and strengthen the safety management of power grid projects, the State Grid
Corporation proposed a number of continuous revision on strengthening infrastructure
safety management measures and regulations in recent years, and also actively promoted
the standardization of project management. In addition, the safety management of power
grid construction projects in the design, construction and project should be put into
operation in all phases with the standard requirements to promote the standardization of
power grid engineering construction.
The essence of the safety production management is the safety risk management and
the core of the safety risk management is the safety risk assessment. In order to further
implement the risk management requirements, enhance the ability of risk managem ent
and control of production safety, this paper combines the present situation of power grid
companies, analyzes the demand factors of safety risk control project of county-level
power supply enterprises and discusses the business processes and data flow system.
Then, according to the system design principles, a frame system structure is established
and the control system of risk evaluation index system is analyzed. Next, the system
database, input and output are designed after analysis of the system hardw are to software
environment. Finally, the matter-element model of evaluation is constructed and proves
the validity of this system.
