本文在研究了大量国内外参考文献的基础上,对工程项目风险管理作了概念性的阐
述,针对配网工程的特征,分析了配网项目风险来源以及管理措施,同时针对琅琊镇配
网工程项目,研究了该配网工程的风险识别、风险评估、风险控制的内容,建立了配网
工程项目风险管理体系。在配网风险评估方面,本文介绍了配网风险评估的流程以及方
法,针对琅琊镇配网工程项目的前期、中期和后期的特点,运用风险核对表法进行风险
识别,进行项目建设全阶段风险因素归纳。从安全,技术,管理,经济和环境五个方面
提取风险因素,保证配网工程的风险预防提供可靠依据。在风险评估方面,本文在对配
网风险评估概念和流程进行简单介绍的基础上,将模糊层次分析法运用到琅琊镇配网工
程项目的风险评估中。最后,根据风险识别和风险评估的结果,本文的研究对配网工程
项目的风险管理进行了深入的分析,从构建风险防范制度,强化风险防范培训,保证风
险防范资金三个方面对风险控制进行深入分析,其结果可以为配网工程项目的风险管理
提供切实可靠的依据。

Abstract
With the deepening of China&39;s electric power system reform, the basic industry of the
national economy, the power industry encounters more challenges and opportunities in the
process of development. How to enhance the competitiveness of the power industry to make it
a foothold in the context of market-oriented development has become a top priority. The
investment and construction projects have the characteristics of large investment scale, long
construction period, long cost recovery period, and technology-intensive, which makes the
investment process of the project subject to many uncertainties. The research on the
management of transmission and distribution projects has far-reaching practical significance
for the development of electric power industry.
Based on a large number of domestic and foreign research references on risk
management, this paper is a conceptual exposition for the distribution network engineering
characteristics. Aiming at the characteristics of the distribution network project, this paper
analyzes the sources and distribution network project risk management measures. For Langya
distribution network project, this paper studies the distribution network project risk
identification, risk assessment, risk control of content, establishment of a distribution network
project risk management system. On the aspects of distribution network risk assessment, the
article describes the distribution network risk assessment process and methods for the pre,
mid and late of Langya town substation distribution network project to ensure a reliable basis
of prevention works provide. This paper extracts risk factors from safety, technology,
management, economy and environment to ensure the risk prevention of distribution network
project. As for the risk assessment, the paper introduces fuzzy analytic hierarchy process in
the Langya distribution network projects risk assessment based on the brief introduction of
distribution network risk assessment concepts and processes. Finally, according to the results
of risk identification and risk assessment, the risk management of the distribution network
project is analyzed in detail. The risk control is carried out from three aspects: risk prevention
system, risk prevention training and risk prevention fund. The results can provide a reliable
basis for effective risk management, distribution network project.Abstract
