通过综合分析和研究,本文认为, DHB 煤矿在宏观经济环境复杂多变、传
统产业转型升级的新形势下,面对内忧外患、机遇与挑战,必须通过增强资源获
取能力、采取价值型增长措施、建立科学的计划管理制度保证资金投入,实现对
管理创新的计划管控;通过界定管理边界和标准、强化矿部职能和作用来理顺管
理创新的组织结构;通过实现管理创新的组织变革、实现创新的管理理念的转变、
以及对人力资源管理体系实施再设计、对生产经营实施精细化管理来来最终达成
管理创新和公司发展质的提升与飞跃
DHB 煤矿作为现代煤矿企业的一个缩影,其管理创新面临的外部形势、内
部环境和具体实践,与其他处在转型期的煤矿企业相比具有很强的共性,本文综
合运用管理创新理论针对其管理创新提出的方案,对其他同样情况的煤矿企业也
有一定的学习意义

Summary
Based on DHB coal mine as an example of empirical analysis of management innovation,
research ideas, adhere to the question of theoretical research and literature review, case analysis
and the conclusion of logical thinking, step by step. In the research content, starting from the
management status of DHB coal mine, layers of analysis put forward the management problems,
and then explains the necessity of the implementation and management of innovation, innovation
practice of various conditions, and then put forward the innovation scheme.
Through the comprehensive analysis and research, this paper argues that in the new situation
of coal mine, DHB macroeconomic environment is complex and changeable, the transformation
and upgrading of traditional industries, in the face of domestic trouble and foreign invasion, the
opportunity and the challenge, must obtain the ability of value growth, to take measures to
establish a scientific management system of plan, ensure investment through the enhancement of
resources, realize the management innovation of the control plan to rationalize the management
innovation; organizational structure by defining the boundary and standard management,
strengthen the functions and role of the mine; the realization of management innovation of
organizational change, realize the innovation of the management idea, as well as the human
resources management system implementation and design of production and management, the
implementation of fine management to reach a management innovation and development quality
upgrade and leap.
DHB mine as a microcosm of modern coal enterprise, facing the management innovation
external environment, internal environment and concrete practice, compared with the other in the
coal mine enterprises in transformation period has a strong character, this paper puts forward
management innovation theory in the management of innovative solutions, has a certain
significance for other coal enterprises study the same situation.

1.1 选题背景
东银能源公司根据自身的实际情况和战略部署,决定向矿产能源方面进军,
这也是公司一项重要的经营计划举措。矿产能源板块的规模较大、盈利也是有很
大潜力,因此公司将集中所有的优势资源加大资金投入量,高举“高产高效”和
“安全生产”两面大旗,全力以赴的参与中小煤矿的收购整合及已购煤矿的改造
