摘要
再生铜产业在我国的发展到现在已有 50 多年，但它真正快速发展的时间是在
20 世纪的 90 年代，在那个时期，再生铜产业在短期内形成了产业规模。在国内经
济的快速发展进程下，对各种资源的需求量也在不断增长，铜作为日常生活中不
可缺少的一种原料，其发展是十分重要的。然后事实上我国的铜资源极其有限，
现有的铜储量远远不能满足我国的需求，很多情况下国内的铜原料都是从国外采
购的，原生铜的紧缺已经成为制约国内经济发展的重要因素。因此，如何在现有
情况下充分利用铜资源，是政府和企业甚至消费者需要重点思考的

循环经济在当下是一种新型的发展模式，主要通过先进的科学技术和创新的
管理方式，通过对生产的全过程进行减量、循环利用和整体循环来实现经济的循
环发展。这一发展模式能够让资源反复利用，能源的利用率达到最大化，废弃物
的排放减到最低，实现经济发展与环境保护共赢的局面。和过去的经济发展模式
对比，循环经济能够提高铜的利用率、减少资源的损耗、降低对环境的染污

本文研究以鹰潭（贵溪）铜产业循环经济基地为研究对象，本文研究分别从
三个层面分析鹰潭（贵溪）铜产业循环经济基地开发利用存在以下几个问题：第
一，政府层面，包含鹰潭市铜产业循环经济基地激励政策不足，环保监督不足、
鹰潭市相关政府部门环保监管不足，循环基地入园企业仍存在污染问题；第二，
园区管理层面，包含受宏观经济和行业影响，入园企业数量发展缓慢，规模效益
不突出、信息与技术推广不足，在推动循环经济基地的持续发展动力不足；第三，
入园企业层面，包含盈利能力有待提升，企业整体创新能力较弱等问题

为了进一步提升鹰潭（贵溪）铜产业循环经济基地发展，本文分别从政府、
园区管理、园区企业三个层面展开分析。本文建议：第一，政府层面，包含强化
经济激励，完善循环经济基地发展的优惠政策、构建鹰潭（贵溪）铜产业信宏经
济效益评价指标体系和树立循环经济发展理念，营造循环经济发展环境；第三，
入园企业层面，建立产、学、研相结合的自主创新系统，提升自主创新能力

Abstract
Recycled copper industry development in China now has more than 50 years, but
the time it really is the rapid development in the 20th century, the 1990s, at that time,
recycled copper industry in the short term the formation of industrial scale. In the
process of rapid development of the domestic economy, the demand for resources is also
growing, as copper daily life indispensable as a raw material, and its development is
very important. Then the fact of copper resources is extremely limited, existing copper
reserves can not meet our needs, in many cases of domestic copper raw materials are
purchased from abroad, native copper shortage has become an important factor
restricting the development of the domestic economy . Therefore, how to make full use
of copper resources in the existing circumstances, the government needs to focus on
consumers and businesses even thinking.
In the current economic cycle is a new model of development, mainly through
advanced science and technology and innovation management, through the entire
production process of reduction, recycling and overall circulation loop to achieve
economic development. This development model allows repeated use of resources, to
maximize energy efficiency, minimize waste emissions, achieve economic development
and environmental protection win-win situation. And past economic development model
contrast, circular economy can improve the utilization of copper, reduce the loss of
resources and reduce the pollution of the environment.
In this paper, in order to Yingtan (Guixi) copper industry base of circular economy
as the research object, this paper respectively Yingtan (Guixi) copper industry base of
circular economy development and utilization of the following questions from the three
levels of analysis: first, the government level, including Yingtan copper industry base of
circular economy policy inadequate incentives, lack of environmental monitoring,
inadequate environmental regulation Yingtan City, the relevant government departments,
enterprises in the park are still circulating base pollution problems; second, the park
management level, including macroeconomic and industry affected by the number of
enterprises in the park development is slow, economies of scale are not prominent, lack
of information and technology promotion, in promoting the sustainable development of
circular economy based power shortage; third, enterprises in the park level, including
profitability should be improved, the overall innovation capability of enterprises is weak
and other issues .3
To further enhance the Yingtan (Guixi) copper industrial base for the development
of circular economy, this paper to analyze from the government, park management,
enterprise park three l
