炎陵县作为株洲市的山区贫困县，农业的发展对于炎陵县脱贫意
义重大。近年来，炎陵县新型农民合作经济组织在政府的大力扶持下，
在一些企业与能人的牵头领办下，呈现出“数量增加、质量提升”的
良好发展势头；初步形成了以特色产业为主，以普通产业为辅，服务
内容广泛，产加销一体化的农业社会化服务体系；注重培植典型，发
挥示范作用，逐步形成了重市场、重质量、重品牌的发展理念等特征

由于炎陵县新型农民合作经济组织发展还处于初级探索阶段，没有理
想的发展模式，存在农民参与度较低，带动能力较弱，发展不平衡，
加工服务类较少，规模较小，服务层次较低，内部管理不完善，管理
效率不高，管理人才缺乏，创新动力不足，资金缺乏，融资困难等诸
多问题。存在的主要原因是对新型农民合作经济组织认识不足，扶持
不够，以及农民合作经济组织发展运作自身不够规范。通过借鉴国外
农民合作经济组织的发展经验，认真总结平乐黄桃种植专业合作社的
主要做法，根据炎陵县实际，提出注重宣传发动，提升认识水平；拓
展发展空间，抵抗市场风险；强化内部治理，健全运作机制；加强扶
持力度，优化发展环境；创新发展模式，增强竞争能力；注重人才培II
育，加强队伍建设等对策

ABSTRACT
The New farmer cooperative economic organization is one of the
important way to promote the industrialization of agriculture, increase
farmers' income, and promote the farmer economic system reform,
vigorously develop new farmer cooperative economic organization will

economy, and construct a well-off society .
Yanling County belong to one of mountain counties as Zhuzhou city,
it is great significance for Yanling County to develop the agricultural, In
