通过深入研究美国有机农业的发展特点和作用，进而吸取其较成熟的有机
农业发展的经验，作为国内有机农业发展的参考，在中国新农村建设和建设生
态文明的战略中继续推动有机农业发展，保护农村的田园风光与山水美景，不
但是农民的生存之基和发展之本，也是农业发展的潜力所在和魅力所显，更是
新农村建设、建设生态文明的题中之义、长远之策。
有机农业的研究涉及到生态学、农业经济学、区域经济学等多个学科，研
究方法上采用系统理论与实证、典型范例分析相结合，剖析了有机农业发展所
取得的综合效益，并采用了大量的数据体现了定性分析和定量研究相结合的研
究范式。
本文论述了美国有机农业生产方面的现状、消费方面的现状、有机农业认
证的体系及有机农业贸易方面的现状，通过对其进行分析，可以发现，美国有
机农业的发展速度较快、有机农业标准比较严格、美国政府高度重视有机农业
的发展。通过发展有机农业，有利于改良土壤、有利于发展低碳经济、促进美
国农业经济的发展和提高食品安全。
这个研究还论述了美国在发展有机农业的过程中，面临的一些不确定性的
问题，为了克服这些问题，美国政府对有机农业的建设实行“五位一体”的支
持措施，将法律法规、财政支持、信贷支持、农业科技研究与推广和农业教育
有机结合起来，联动推进有机农业的发展。中国政府可以参考的经验教训，与
中国的实际情况相结合，找到适合中国有机农业发展的新道路。
本文还论述了中国有机农业发展的现状，中国有机农业在发展中存在的众
多问题，进而提出了解决对策。

Abstract
Organic agriculture of the USA has a history of many years which explains its
strong vitality and highlights its growing market and increasing consumer interest.
Thus, organic agriculture builds and promotes the development of the farming
sector and positively influences farmers’ agricultural income. It also maintains
healthy environment and enhances the overall quality of agriculture.
Basing on the USA organic agriculture which continues to gain ground with its
peculiarities and cultivation methods, organic agriculture of China absorbs its
experience, advantages and disadvantages. Referring to the USA organic agriculture
helps China to find its own way in this sphere and to maintain its strategic rural
constructions. Meanwhile, it provides farming sector with adequate working
standards and appropriate conditions of agricultural labor.
This research includes studies of multiple disciplines such as ecology,
agricultural economics, regional economics, as well as theoretical and empirical
methods. This paper also contains the data obtained from different latest sources
which reflect qualitative and quantitative analyses.
This paper is devoted to the current status of the organic agricultural
production of the USA, its state of consumption, certifying organic agriculture and
trading system of organic agriculture. By researching American organic agriculture
sector we can find out how rapid its pace is, how strict the standards are and how
much attention American government pays to its development. With the
development of organic agriculture the quality of soil can be improved, together
with the introducing low-carbon economy, thus supporting the quality and safety of
the food products.
