摘要

H建筑公司隶属云南建工集团有限公司的全资国有企业,在云南建筑行业有着举足轻

重的作用。公司虽然在1951年成立,有着多年的发展经验并取得了很大的成就,但是,

作为一家在市场经济体制下运行的国有公司,由于长期受国有企业计划经济模式的影响

以及传统国营企业文化惯性的限制,公司目前在经营管理、资本运营、组织结构及人事

管理等方面依然存在着一些旧体制时的管理模式,传统国有企业运行痕迹依然十分明显,

这在很大程度上影响和制约了公司当前及未来的经营发展。如何进一步转变企业经营机

制,制定长远发展战略并使其适应激烈竞争的市场经济环境的变化,是公司当前及未来

所面临的重大课題,也是对公司决策层提出的非常严峻的挑战。

从未来国内经济发展趋势来看,随着中国深度加入WTO、新技术革命的到来以及国际

经济一体化趋势的加强,在新世纪初,我国的企业将面临着来自国内外的更加激烈的竞

争,要在激烈的市场竞争中不断提高公司的竞争力,不断发展壮大,就必须占领四个制

高点,即人才制高点、技术制高点、产品制高点和市场制高点,只有这样才能获得未来

市场竞争的优势,但这不是一朝一夕的努力就能取得的,而是要根据外部环境的变化趋

势,紧密结合自身实际,从全局的、长远的角度出发,制定和实施企业长期发展战略,

并在总体发展战略的指导下,逐步培养公司未来的核心竞争优势,才能使公司立于不败

之地。

Abstract

H Construction Company is a solely state-owned enterprise under Yunnan Construction

Engineering Group Co.,Ltd., play a decisive role in the construction industry in Yunnan.

Although the company set up in 1951,with years of development experience and has made

great achievements, but, as a state-owned company under the market economy system

operation, due to the influence of long-term under the planned economy mode of state-owned

enterprises and the limitation of traditional state-owned enterprise cultural inertia, the company

currently still exist in some old management modes in operation and management, capital

operation, the structure of the organization and personnel management,the traditional

state-owned enterprises' running traces are still obvious, this is largely affected and restricted

the company's current and future business development. How to further transform enterprise

operation mechanism, set up long-term development strategy and make it adapt to the change

of the fierce competition of the market economy environment, which is an important subject

faced by the company's current and future, and is also the very serious challenges to the

company decision-making layer.

From the future development trend of domestic economy, along with the strengthening of

China depth to join WTO, the arrival of the new technological revolution and the trend of

international economic integration, at the beginning of the new century, our country's

enterprises will face more intense competition from both at home and abroad,in order to

improve the competitiveness of the company in the fierce market competition constantly and

continue to grow stronger,our company must occupy four vantage point,namely the talent the

commanding heights of the commanding heights, technical commanding heights,products and

market commanding heights, only in this way can take advantage of future market competition,

but this is not a short duration of time effort can be achieved, but according to the change trend

of external environment, closely combined with their own actual, starting from the overall,

long-term perspective, formulating and implementing enterprise long-term development

strategy, and under the guidance of overall development strategy, gradually cultivating the

future core competitive advantage of the company,can make the company remain invincible.
