摘要

昆明泛亚联合产权交易所(以下简称“FY产权交易所“),成立于1989年11月,是

中国第一批产权交易机构,至今已有26年历史。FY产权交易所以“服务、敬业、创

新、发展”为宗旨,谨遵国家的政策、法规,为以昆明为主的企业改制提供各类业务

服务,对昆明产权交易市场的繁荣做出了很大贡献。26年的运行,FY交易所的不断发

展壮大,功能不断完善,服务质量不断提升,交易额从2004年5000多万元增长到目

前己突破13亿元,业务收入从2004年10多万元增长到目前已突破2000多万元,为

昆明市国有企业改革、改制和国有资产监督管理发挥了促进作用,特别是在国有企业

改革、改制,国有产权交易和其他企业产权交易中发挥了重要的作用。

FY产权交易所发展的26年中,经历了不同的发展阶段。1989年到2004年间,是

FY产权交易所的起步探索阶段;2004年到2010年间,是FY产权交易所的规范发展

阶段;2(H0年FY产权交易所联合昆明土地和矿业权交易中心、昆明房产交易中心、

国家专利技术(昆明)展示交易中心重组为昆明泛亚联合产权交易所,并提出立足云

南、面向西部、服务全国、辐射泛亚”的战略发展目标,FY产权交易所业务得到了高

速发展。但FY产权交易所在不断取得进步的过程中,也面临着挑战和机遇,FY产权

交易所业务要有所发展,就要进行跟随改革创新的步伐,抓住机遇,进行机制创新。

本文立足FY产权交易所的发展历程和现状,分析FY产权交易所业务和机制创新的必

要性,为FY产权交易所的业务的专业化、市场化、国际化,以及在信息披露机制改

良、价格发现机制创新、市场交易机制选择、市场监督机制的完善等方面的创新进行

思考和探索。

本文对FY产权交易所如何抓住机遇进行业务和机制创新,具有重要意义,同时也

可以为国内外产权交易所在进行改革创新方面提供借鉴。

Abstract

Kunming Pan Asia United Assets and Equity Exchange Company (Hereinafter referred to

as the FY property rights exchange company), which was founded in November of 1989,is

the first batch of Chinese transactions of property rights institutions with history of 26 years.

The development purpose of the FY property right exchange company is dedication, innovation,

service, and development,complying with national policies and regulations, provide various

services for the enterprise restructuring in Kunming, and made a great contribution to the

prosperity of the Kunming property right transaction market. 26 years of operation, the growing

development of company, and the constantly improve of function, continuously upgrade the

quality of service, the transaction volume growth from about 50 million Yuan to 1.3 billion

Yuan from 2004 to the present, revenue growth from about O.lmillion Yuan to about 20 million

Yuan, which plays an important role in the reform of state-owned enterprises and the

management of state-owned assets in Kunming, especially played an important role in the

reform of state-owned enterprises, the national property rights and other property rights

transaction of the enterprises.

The FY property exchange company has experienced different stages of development

during the 26 years of development. From 1989 to 2004 is the initial exploration stage of the

FY property rights company; From 2004 to 2010 is the specification development stage of the

company; In 2010 the FY property exchange company was reorganized into Kunming Asia

United Assets and Equity Exchange with Kunming land and mineral rights trading center,

Kunming Real Estate Trading Center, the national patent technology (Kunming) exhibition and

Trade Center, and put forward the basing in Yunnan, facing to west, serving the whole country,

radiation Pan Asia as strategic development goals, and the trading business has been developed.

In the process of progress of the company, and is also faced with challenges and opportunities,

the business of the FY property exchange company want to be flourish, which should follow

the pace of reform and innovation, seize the opportunity, and innovation of mechanism. In this

paper, we will base on the development process and status of the FY property exchange

company, make analysis of the necessity of business and the exchange mechanism innovation,

to provide reference opinions in specialization, internationalization, marketization of the

exchange business, as well as the mechanism of information disclosure, improvement in the

price discovery mechanism innovation, market selection, market supervision and improve other

aspects of innovation.
