信息产业正成为世界上最大、最有活力的产业之一。中国电信行业目前正处在
网络技术、业务市场、政策监管的转折点上,形成趋于白热化的竞争形势同时
保持高速发展。而国家“十二五”发展规划中更是明确的提出了在“十二五”
期间,通信行业将实现跨越式发展。
本文主要是结合企业实际运营情况,以笔者在铁通x分公司多年工作经历
为基础,以铁通x分公司和行业的有关资料为依据,并参考其他运营商的成功
经验以及不足,应用企业战略管理理论,通过企业的战略分析、战略定位、战
略实施、战略保障等方面,对中国铁通x分公司未来发展战略进行了研究,提
出一些指导企业生存和发展的参考意见。在明确了企业存在的问题之后,对企
业进行了详细的内外部环境分析。在SWOT分析基础之上,列出了 SWOT矩
阵,指出中国铁通X分公司唯有加快发展步伐,做好与移动上市公司协同发展
工作,才是取得强大竞争优势的关键所在。
本文主要从六个部分进行了阐述:在第一章绪论部分主要介绍选题的背
景、内容和意义。第二章企业战略管理相关概念概述中介绍了战略管理有关理
论和研究方式、方法。第三章铁通X分公司内外部环境分析,通过波特五种力
量模型、PEST分析等企业战略分析方法对企业内外部环境进行了详细的分析,
并列出了 SWOT矩阵。第四章铁通X分公司发展战略制定,明确了企业发展
战略的指导思想并制定了协同发展、专业化、区域化、差异化的发展战略。第
五章发展战略实施步骤和保障措施。在本章重点介绍六个发展战略实施步骤和
五项保障措施,其目的是确保发展战略有效执行。第六章结语部分对全文进行
了总结,提出了下一步想法。

Abstract
Domestic and international telecommunications industry of the 21st century
is the rapid development, and promote the process of economic globalization,
networking. The information industry is becoming one of the world's largest and
most dynamic industries. China's telecom industry is now in the turning point of
the network technology, business, market,policy,regulation, formation tends to be
the face of intense competition situation while maintaining high-speed
development. National 12th Five-Year Development Plan is explicitly presented
in the 12th Five-Year period, the communications industry by leaps and bounds.
In this paper, a combination of the actual operating conditions of enterprises,
based on years of work experience in CTT X Branch to the author, to of Railcom
the X branch offices and industry information, and successful experience as well
as the lack of reference to other carriers, the application of Strategic Enterprise
Management theory, strategic analysis, strategic positioning, strategy
implementation, strategic security management processes, the strategy for future
development of the China Railcom X branch and put forward some suggestions
guiding corporate survival and development. Clear business problems of enterprise,
carried out a detailed analysis of the internal and external environment. SWOT
analysis basis,listed SWOT matrix,pointed out that the only speed up the
development of the China Railcom X branch pace, good listed companies with
mobile collaborative development work,is the key to obtain a strong competitive
advantage.
This paper described from six parts: in the first chapter section introduces the
