随着国有企业改革的不断深入推进,国企各单位面临的经济发展环境日益严峻,发
展压力前所未有。中国航油东北公司(以下简称HY公司)作为跨越航空业和石化两个
行业的大型国有企业,承担着航油央企的经济、社会与政治责任。构建一套该公司科学、
有效的绩效管理体系,对提升各项工作的业绩与效率,实现公司长远发展战略具有重要
意义。
本文针对HY高层管理部门绩效管理实施过程中存在的问题,在绩效管理相关理论
研究的基础上,结合国内外优秀企业绩效管理的实践,提出了基于平衡计分卡方法的公
司绩效管理体系优化。同时,运用利益相关者理论对平衡计分卡客户层面的内容及考核
指标进行了扩展,将社会公众与社会美誉度指标纳入HY公司高层管理部门绩效考核之
中。
文章共分为六个部分:第一部分是绪论,介绍了本文的研究背景与研究意义、国内
外研究现状、研究思路、研究方法和内容。第二部分叙述了绩效管理的相关理论。第三
部分是HY公司高层管理部门绩效考核现状分析。第四部分对HY公司高层管理部门进
行基于平衡计分卡的绩效管理体系优化设计。第五部分是HY公司高层管理部门绩效管
理体系的保障措施。第六部分是结论。
本文是对HY公司高层管理部门绩效管理的探索与创新,旨在优化、完善HY公司
高层管理部门绩效管理体系,确保公司持续、健康、稳定发展。

Abstract
With the deepening of the reform of state-owned enterprises to promote, economic
development environment of state-owned enterprises units facing increasingly serious, the
development pressure is unprecedented. China National Aviation Fuel Northeast
Company(hereinafter referred HY Company), as a large state-owned enterprises which steps
across the aviation industry and the petrochemical industry, its strategy is to undertake
aviation fuel economy of central enterprises, social and political responsibility. Building the
company a scientific and effective performance management system is important to enhance
the performance and efficiency, and to achieve the company's long-term strategic objectives
In the current stage of development.
In this paper, aiming at the problem of the HY top management department in the
implementation of performance management in the process, combined with domestic and
foreign outstanding business performance management practices, proposed to use Balanced
Score Card method, optimize the performance appraisal management system of company.
Simultaneously ,use the stakeholder theory to extend Balanced Scorecard customer level and
assessment indicators, include public and social reputation index in HY company top
management department assessment indicators.
