本文在前人研究的基础上,将国家公务员工资改革的总体部署以及学术界关于公
务员工资改革的研究成果相结合,采用文献研究法、对比研究法、问卷调查法与专家
访谈法等方法对警察薪酬的现状进行了研究,分析了其中存在的主要问题,并提出了
对策建议。
根据对朝阳市公安局某警察 A 的调查发现,在警察 A 个人的工资中,所占比例
最多的是生活性补贴,其次是工作性津贴,再次是延时补助、级别工资、职务工资等。
基本工资所占的份额过小,而津贴补贴所占的比例则过大。对不同级别的警察进行分
析,从工资总额上看,正县级的应发工资分别为科员、副科、正科、副县的 1.6 倍、
1.48 倍、1.21 倍、1.12 倍;实发工资分别为科员、副科、正科、副县的 1.57 倍、1.44
倍、1.2 倍、1.1 倍。在朝阳市公安局内选择不同部门之间的警察进行对比,结果发现
部门之间没有显著差异。与其他政府部门的对比,在工资项目上,警察比其他公务员
多 200 元公安干警岗勤补贴,在相同级别的情况下,警察的工资应该比其他公务员高
3%至 5%左右。
通过调查发现,现有的工资水平还不能满足警察的个人需要,结合工作中的实际
情况,可以发现当前警察薪酬的问题主要表现在三个方面,分别是薪酬水平偏低、薪
酬结构不够合理和激励效果较差,这也是公务员薪酬中普遍存在的问题。
本文认为,在新一轮的公务员工资改革中,除了执行《关于深化收入分配制度改
革的若干意见》中的要求以外,还应该进一步优化警察的薪酬结构,适当提高警察的
薪酬待遇,并且进一步加强非物质激励的力度。

In this paper, on the basis of previous studies, the overall deployment of the country's
civil servant salary reform as well as the academic research on reform of the civil servant
salary combined, using literature research, comparative study method, questionnaire survey
and expert interview method, studied the present situation of the police pay, analyzed the
main problems, and puts forward the countermeasures and Suggestions.
According to the survey of police A from Chaoyang public security bureau, we found
that in the police A personal wages, the biggest proportion is the living subsidies, followed
by workability allowances, subsidies is delay again, level of wage, post wage, etc. Basic
wage share is too small, and subsidies and the proportion is too large. To analyze the
different levels of police, look from the total wages, is at the county level shall pay clerk,
less important, respectively is branch, deputy county, 1.6 times, 1.6 times, 1.21 times, 1.12
times; Real salaries of senior staff, less important, respectively is branch, deputy county,
1.57 times, 1.44 times, 1.2 times, 1.1 times. Choose between different departments in the
Chaoyang city public security bureau police, they found no significant differences between
departments. , compared with that of other government departments on the wage project,
the police public security policemen attendance subsidies 200 yuan more than other civil
