在经济全球化的大背景下，一个国家甚至一个区域经济的发展更多的依靠科技创新创
业的能力，创新精神和创新能力是一个国家和民族不断进步的灵魂，是国家兴旺发达
的动力源泉，也是时代精神的核心所在。近年来北京市以增强自主创新能力为核心，
以促进科技与经济社会发展紧密结合为重点，以企业为主体、市场为导向、政产学研
用相结合的技术创新体系建设为突破口，不断深化科技体制改革，积极创新工作路径，
深化先行先试政策，不断推进创新创业活动的发展，为了支持创新创业，北京市已经
出台了一系列科技政策。但是这么多的政策聚集在一起，对科技企业的创新创业产生
了什么影响？本文经过文献整理、实证研究与问卷分析对这一疑问进行了讨论，开创
性地建立了科技政策支持创新创业的聚集及效应的理论体系，并将其较好地与实践结
合。最终本文并得出了以下结论：
1. 科技政策对处在不同生命周期企业的支持存在偏差，对初创期企业支持篇少，对
成熟期企业支持偏多。

2. 科技政策的供给与需求存在一定的不吻合，且对于企业创新创业重要度也有所偏
差。

3. 对于部分政策，企业获得的某个政策支持对创新创业的影响会受其他所获得的科
技政策支持的影响。

Abstract
The scientific technology is the critical factor for the overall strength of a country while the
independent innovation is the pillar to support its rise. Under the huge background of
economic globalization, the economic development in a country or region is more
dependent on the capability of technological innovation. Hence, the innovative spirit and
ability is the soul for a country and people to make constant progress, the source of energy
to promote national prosperity as well as the core spirit of the era. With the enhancement of
independent innovative ability as the core, the combined development of technology,
society and economy as the key, the enterprise as the main role, the market as the
orientation as well as the technical innovation that integrates politics, production, study and
research as the breakthrough point, Beijing has made great efforts to deepen the
technological system and pilot policy, innovate the work mode and push forward the
innovative undertaking. In order to support the innovative undertaking, Beijing has released
a series of technological policies. Hence, there has also arisen a question as to the influence
of so many polices combined on the innovative undertaking in those high-tech enterprises.
After arranging the materials, conducting empirical research and making questionnaire
analysis, this paper has come to the following conclusions.
1. The positive effect of technological polices on the enterprise will vary according to the
stage of life cycle. The enterprise gaining in maturity will benefit more from those
policies.
2. The demand and supply of technological polices are not well matched. The importance
of those policies to innovative undertaking is also at variance.
3. For some policies, their individual effect on the innovative undertaking will be
influenced by the support from other technological policies.
