摘 要
随着我国改革开放的进程的不断深入,我国企业不断发展壮大。绩效考核作为提高企业绩
效的工具显得越来越重要。但大多数企业经营者对绩效考核仍普遍存在困惑,企业的绩效考核
也存在很多问题。因此,进一步增强对绩效考核工作的整体认识,分析总结企业绩效考核工作
的问题,优化绩效考核体系,完善绩效考核监督和反馈体制,最终实现企业绩效最大化,已成
为企业经营管理工作中的重要举措。

本文根据东营移动公司经营管理和发展的需要,按照提出问题、分析问题、解决问题的思
路,从绩效考核相关理论和东营市移动的实际出发,主要运用文献研究、调查法等研究方法展
开研究,分析东营移动公司对县区分公司现行绩效考核体系,并对东营移动公司对县区分公司
绩效考核存在问题进行深入分析和研究,确定绩效考核体系改进的关键领域,最后运用关键绩
效指标等方法建立与东营移动发展战略相适应的绩效考核体系。

Abstract
With the development of China's reform and opening up policy, Chinese enterprises continue to grow and
develop. Performance assessment becomes more and more important as an important tool to improve employees
or organizational performance. But most of businesses are still feel confused about the performance assessment,
Enterprise performance appraisal and there are also many problems in the performance assessment procedure. So
it is very important to enhance the overall understanding of the performance appraisal work, to analysis and
summarizes the existing problems of the enterprise performance appraisal work, to optimize the enterprise
performance appraisal system, to improve the performance appraisal monitoring and feedback system.
Eventually achieve maximize performance of the corporate employees or organizations.
According to the need of the management and development of Dongying Mobile Corporation, in
accordance with the thinking of questioning, analysing problems and solving problems,begin with the
research mainly in the way of document study, survey method and so on, analyse the present
performance appraisal system ,and do deep analyses or researches on existing problems of Dongying
Mobile Corporation branch performance appraisal to the county, confirm the key field that need to be
proved. Finally, establish the performance appraisal system matching with the development strategy of
Dongying mobile in the way of key performance index.
