摘 要
当前,人力资源管理已成为企业管理中的核心,而绩效管理又是核心中的
核心,它是帮助企业员工提升能力和水平的方式,也是实现企业战略目标的重
要手段。

NC 集装箱码头成立于 2005 年,现有员工 13* 余人。经过几年的发展企业
效益得到了很好的提升,但是绩效管理方面却相对缺失。本文是以 NC 集装箱码
头为研究对象,结合目前公司的特点以及当前企业战略目标,运用绩效管理方
面的理论知识,对 NC 集装箱码头的绩效管理体系进行探讨。

通过对 NC 集装箱码头绩效管理现状进行研究,发现其绩效管理中存在的主
要问题:一是绩效管理体系不健全;二是绩效管理与企业战略脱节;三是绩效
考核单一;四是员工缺乏对绩效管理的认识,以及缺乏绩效沟通。

因此,针对目前该公司绩效管理存在的问题,结合绩效管理的理论知识,
提出了 NC 集装箱码头的绩效管理体系构建方案。首先建立公司的绩效管理体
系。其次,在绩效管理方案中选择了与企业战略目标为导向的关键绩效管理,
从公司、部门和基层员工三个层面设计了关键绩效考核指标。最后提出了改进
后的绩效管理体系的保障措施,来提高企业的竞争力,实现企业的可持续发展。

Nowadays,the Human Resource Management is becoming the core of the
Business Management,and the Performance Management is the most important step
of the Human Resource Management. The Performance Management helps the
company enhance the employees’ working ability and technical levels, and it is also
the significant means to realize the enterprise strategic objectives.
The NC container Terminal was founded in 2005, and there are more than 13*
employees till now. After several years’ development, the NC Container Terminal
improved much in enterprise benefit, but shorted in performance management.
Considering the characteristics of the Container Terminal and its strategic objectives,
and using the professional theoretical knowledge of the performance management for
reference, the thesis launches intensive studies on the performance management of
the NC Container Terminal.
The thesis lists the major issues of the performance management of the
Container Terminal after studies: the imperfective of the performance management,
disconnection of strategic objectives and performance management, simplifying of
the performance management, the employees’ being unfamiliar with the management
and lacking of communication in the process.
Therefore, the thesis puts forward the performance management construction
plan of the NC Container Terminal. First, the thesis establishes the performance
management system for the Container Terminal. Secondly, the thesis designs the KPI
from three levels according to the enterprise strategic objectives, company-level,
department-level and employee-level. Finally, the thesis proposes the supporting
measures for the implement to raise enterprise competitiveness and achieve
sustainable development.
