首先,以项目管理理论、项目负责制理论、绩效考核理论为指导,介绍了开
滦集团荆各庄矿业分公司的企业概况,分析了掘进工作的主要特点、管理现状、
存在问题,在此基础上论证了实施项目负责制的可行性,指出了工作改进的方向;
其次,设计了开滦集团荆各庄矿业分公司掘进工作实施项目负责制的总体方
案,确定了实施目标,明确了设计思路和设计架构,同时调整了组织结构、预算
结算核算方式、绩效考核方式、收入分配方式,构建了实施项目负责制的整体框
架;
最后,研究了开滦集团荆各庄矿业分公司掘进工作实施项目负责制的保障措
施,探讨了建立岗位责任制、工程施工标准、设备管理制度、安全管理制度、员
工教育培训制度的必要性,并提出了各项制度的主要内容,夯实了实施项目负责
制的制度基础。

Abstract
Drivage work occupies an important status and plays a special role in the coal
enterprise. For a long time, there are to much management links and impact factors in
the drivage work. Diffcult working conditions, poor quality of personnel, the
management depending on executive orders, lack responsibility definition, target not
explicit, etc. all these caused the coal enterprise can not adapt to the demand of
situation development, can not promote the management level, can not improve the
management effect. How to bring the Project Responsibility System to the drivage
work, transform the traditional management system, construct a smooth and rational
management mechanism, and design orderly operated management planning has
become an urgent issue needs to be studied for answer for the coal enterprise
managers.
Firstly, guided by the project management theory and the project responsibility
system theory and the performance appraisal theory, the Jinggezhuang Mining Branch
of Kailuan Group Company outline is introduced, the main characteristics, present
management situation, existing problems of drivage work is analyzed. On this basis,
the feasibility of the implementation of the Project Responsibility System is
demonstrated, the improvement direction is pointed out.
Secondly, the overall scheme of Project Responsibility System for the Kailuan
Group Jinggezhuang Mining Branch drivage work is designed, the implementation
target is ensured, the design root and structure is defined, the organization structure,
the budget accounting method, the performance appraisal method and the income
allotment method are adjusted, the whole frame to carry out the Project Responsibility
System is setup.
Finally, the assurance measures to implement the Project Responsibility System
are studied, the necessities to establish the job responsibility, project construction
standard, equipment management system, safety management system, staff education
and training system are discussed, main contents of the former systems are put forward,
