本文以黑龙江省建行综合化网点建设、前后台业务分离为背景，运用人力资
源管理理论、操作风险管理理论、实地调研法、文献研究法、经验总结法等
方法，对黑龙江省建行柜面业务检查资源整合问题进行了分析研究，尝试为
黑龙江省建行柜面业务检查资源的整合提供切实可行的措施，本着经济、高
效的原则，进一步提高检查监督体系在全行业务风险防控中的整体效能，达
到资源整合、加强管理、促进业务发展的目的。
本文首先介绍了黑龙江省建行柜面业务检查的现状，并对现有检查模式
下存在的问题及成因进行了研究。然后通过对柜面业务检查资源整合条件的
分析，认为检查资源整合是优化现有检查模式的必须选择，提出了整合的整
体思路与具体方案，并介绍了整合后检查拥有的优势。最后对检查的整合实
施提出了具体建议，包括：检查整合必须要保障人员稳定、业务沟通及时、
处罚权力独立等；整合必须对人员、系统、制度、流程等进行梳理，等等。
文章提出了将分散于各部门的检查资源有层次、有重点的整合，形成系统、
规范的检查体系的观点，从理论上研究了检查资源整合的可行性、优劣势分
析、整合实施等问题，对于黑龙江省建行柜面业务操作风险及全面风险管理
有着实际的指导意义。

Abstract
Running banks should principally control risks. Counter business, as one of
basic tasks of commercial banks, involved in a wide range of dealings and many
hidden risk points, has been the bank's significant control opinions to achieve
stable operation. Strengthen counter service inspection and management, to
effectively prevent and control the counter operational risk, is an important
means for the commercial bank to develop the core competitiveness.
Heilongjiang Branch of China Construction Bank (CCBH) countering the
operational risks within the bank system is belonging to the high incidence of
branch, so the counter operational risk control has also been engaged in multiple
endeavors.
In the thesis, based on CCBH’s integrated network constructions, and the
front and back operational business separations as the background, utilize Human
Resource Management theories, Operational Risk Management theories, Field
Researches, Literature Researches, Lessons learned and other methods, analyze
and investigate the counter services inspection integration of resources of CCBH.
Grounded on the proposed integrated solution, CCBH counter service checks the
integration of resources to provide applied actions. Established on the economic
and efficient principles, further improve the inspection and supervision systems
to control the whole trade of business risk and enhance the overall effectiveness
of preclusion and governing, to achieve the goals of the integration of res ources,
strengthen management, and promote business development.
First in the paper has been introduced the existing circumstances of counter
business checks of CCBH, and has been studied the present difficulties and
origins in checking modes. Then, through the investigations of the integration of
resources for counter business conditions, it has come to the conclusions that the
checking resources integration is a must chose to optimize existing checking
modes, offering the whole idea of integration with specific programs and
presenting advantages of the integrated inspection. Finally, the thesis also has
made specific recommendations to the integration of the implementation of
