21世纪的中国进入了经济的高速增长期,日趋严重的环境污染也随之而来,尤其对
大气环境的污染最为严重。作为高污染行业的燃煤电厂,对其执行严格的排放标准迫在
眉睫。目前,各大燃煤电厂的EPC脱硝工作在迅速展开,但由于开展的时间较短且要
求较高,所以在施工过程中体现在质量、进度、成本、安全中的问题也随之增多。本文
将着重就燃煤电厂脱硝EPC模式下的施工部分进行研究,全文将运用项目管理的相关
理论及方法对项目管理目标控制方法和项目案例进行了深入研究。
首先,本文对EPC管理理论以及脱硝施工管理理论做了概述。其次,对脱硝项目EPC
模式下的施工管理控制方法进行了概述,重点总结了在本文中应用到的PDCA循环法、
关键路线以及赢得值法。
利用以上的理论与方法,对华电卓资热电厂脱硝项目的质量、进度、成本以及安全四
个方面进行了分析,并相应的提出了改进建议。本文将PDCA循环法应用在质量控制中、
通过该方法使得质量控制贯穿整个过程,让脱硝的每个环节都得到了有效控制;将关键
路线法应用于进度控制中,通过该方法使得对工期要求极短的脱硝工程得以按时完工;
将赢得值法应用于成本控制中进行实际检验,通过该方法使得成本控制得以被实时的监
控。最后,根据案例实际执行经验,对未来的EPC模式下的脱硝施工管理提出了一些展
望,对其他烟气脱确EPC总承包项目施工管理有一定借鉴意义。

Project Management Research on the EPC General
Contract Design of the Flue Gas De-NOx Project in
Coal-fired Power Plant
Abstract
In 21st century,China's economy is witnessing a rapid development,the environmental
pollution is becoming more and more serious .The prevention and control of air pollution
have become the most important of environmental protectionAs a high pollution industries
of coal plants, the De-NOx EPC is expansion rapidly .But for the time is urgent and
requirment is high,the construction problems reflected in the quality, progress, cost,security
problems are increasingThis paper will focus on the construction of De-nox EPC of coal
plants,and will study deeply whit the theory and the method for project management
objectives and projects .
First,the paper will introduce the mode of EPC and focus on the theory and
characteristic of the De-NOx. Secondly, analyzing the target of the management project of the
De-NOx EPC construction,summarized the PDCA circulation method,the single code
network chart method and the earned value method in this paper.
Through the above theoretical research, analyzes the Huadian Zhuozi coal plants of
De-NOx project, introduces the application process, results and suggestions for improvement
of project management method in construction process. For using PDCA circulation method
in the quality control,It makes quality control through Hie entire process, so that each link of
De-NOx has controlled effectively ; For using the critical path method in hte progress control,
the key route method makes De-NOx finished on time ; through earned value method makes
the cost control can be control and achieved in a good results . At the same time,according to
the practical cases of executive experience, puts forward on the construction management of
De-NOx of EPC, has certain reference significance for other flue gas De-NOx EPC.
