关于政策性担保机构，多数从存在的理由和在担保体系中的地位进行研究，
对我国现阶段客观存在且不可或缺的政策性担保机构应该如何科学运作，充分
发挥其帮助中小企业融资的重要作用，促进政府经济及社会目标的实现，进而
实现政策性担保机构自身的可持续发展，鲜有论述。
至能担保公司是政府独资的政策性担保机构，在解决当地中小企业融资困
难中取得了显著效果。本文通过剖析至能担保公司的业务运作实践，总结出相
关经验和方法，为探讨中小企业政策性担保机构市场化运作与政府目标导向实
现提供有益的参考。在当前各级政府高度重视政策性担保的背景下，对此进行
研究总结具有非常重要的理论和现实意义。

Abstract

realistic choice of small and medium-sized enterprises of the security policy. Can give
