本文结合光伏企业的快速成长需要,从战略层面系统分析和研究企业绩效管
理体系,并运用人力资源学、组织行为学等相关理论做支持,为企业建立完整的
绩效管理体系。首先,本文阐述了研究背景、目的以及意义,对绩效管理理论进
行了充分说明,并解释绩效管理定义与流程、对企业发展的重要作用以及 KPI 相
关理论和对企业管理作用。其次,针对东君公司(NESL)目前的人力资源管理现
状以及绩效管理现状进行分析与探讨,找出绩效管理中存在的问题,并将这些问
题进行提炼与总结。然后,通过鱼骨图分析法、SWOT 分析法对东君公司战略进
行分析,继而开展工作分析,以 KPI 理论为依据,根据 SMART 原则重新构建东君
公司绩效管理体系,并制定相应的实施保障措施,以确保绩效管理体系有效实施。
最后,得出本文结论,即该绩效管理体系对东君公司具有一定的参照意义。
本文的创新之处在于,结合中小光伏企业实际情况,为其提供了一套行之有
效的绩效管理方法,为这个新兴行业中的中小企业规范管理给出了相应的管理办
法,确保企业在光伏市场波动时得以平稳过度,并能很好地生存发展。

Abstract
With the rapid development of the global economy, competition between
companies has become increasingly fierce. Human Resource Management (HRM) is
one of the critical elements for a company to achieve its goal. Furthermore, the
performance, which is one of the key parts of HRM, plays an irreplaceable role. The
Chinese Photovoltaic (PV) industry has enjoyed a rapid growth in the last decade.
However, the management of many companies is not well organized, and to seek and
establish a performance management system that meets the requirements of company
development is considered to be an essential driving force for a company’s sound
development.
This dissertation, based on the requirements of rapid growth of PV Company,
analyzes and studies company performance management system from the perspective
of strategic development, and adopts relevant theories of HRM, organizational
behavior, etc. to build a complete performance management system. First, this
dissertation introduces the research background, objective and application; makes an
intensive survey on performance management theories; and explains the definition of
performance management and procedure as well as their importance to company
development, coupled with KPI theory relating to company management. Second, the
dissertation analyzes and discusses the current HRM situation as well as the
performance management situation in NESL; figures out the problems in current
performance management system; and then makes a review and conclusion for these
problems. Third, it uses Fishbone Diagram and SWOT to analyze the NESL’s Solar
strategy, along with detailed analysis on work management; rebuilds the performance
evaluation system of NESL according to KPI and SMART; and designs relevant
maintenance measures in order to guarantee an effective implementation of the
performance evaluation system. Finally, it makes a conclusion that this performance
management system has practical significance to NESL.
The creativity of this dissertation is that it combines the actual situation of PV
solar SMEs, provides a practical way of performance management and offers relating
management solutions to the SMEs in this emerging industry, so as to ensure a stable
transition of company in the fluctuant PV market and to not only survive but also
