摘要
WS公司为中国南海东部地区的各个油公司提供后勤仓储服务已经近10年,随
着中国海洋石油的勘探开发生产的快速发展,与之配合相关的基地后勤仓储服务
也得到了快速的发展。为应对后勤仓储作业的大量需求,WS公司对海洋石油后勤
仓储服务进行了项目化管理模式的调整,形成了有效的后勤仓储服务保障体系,
有力的支持和保障了海洋石油的海上勘探开发生产作业。
该文分析了中国南海东部地区海上石油勘探幵发生产作业中后勤仓储作业的现
状,明确了 WS在南海东部地区海洋石油后勤仓储服务作业中应用实行的项目化管理
模式。文章介绍了南海东部地区海洋石油后勤仓储管理模式的演变过程,预测了后
勤仓储管理服务模式的发展趋势,总结了对后勤仓储服务进行项目管理化的必然性。
该文对南海东部地区海洋石油后勤仓储管理模式进行了对比分析,找出了存
在的问题,总结出后勤仓储服务项目化管理模式的优势,并就后勤仓储服务项目
化管理模式产生的效益进行了论述。根据分析,原来海油石油的后勤仓储保障体
系要以公司职能化、常规化模式为主,随着海上油田勘探、开发生产和工程准备
项目日益的增加,为保障海上作业,后勤仓储管理面临管理流程不够细化,各项
目资源合理整合深度不够的问题,也面临人力资源流动、成本费用控制和作业效
率提高不够等问题和困难。WS公司为油公司提供后勤仓储服务,以项目化管理的
模式,解决了这些问题,做到整合有效资源、提高效率。
该文通过对WS公司仓储后勤服务过程中部门组织结构变化和管理模式的梳
理,结合项目化管理理论与实际应用,整理和细化WS公司后勤仓储服务项目化管
理的成果,证明项目化管理不仅能应用于企业的总体,也可以应用于企业里的某
个职能部门,并能取得很好的成果。本文的研究为项目化管理在后勤仓储服务中
进行了有益的探索,也为职能部门运用项目化管理提供了可行的参考。
该文只针对中国南海东部海域的海洋石油后勤仓储服务进行了调查,中国其
他地区和海域没有涉及,至于能否应用于其他地区和海域相关后勤仓储服务,本
文未做研究。

ABSTRACT
WS Company has been a logistics warehousing service provider for nearly 10
years to various oil companies in eastern area of South China Sea. With the rapid
development of exploration and production for offshore oil, the relevant shore base
logistics warehousing services have been vigorously expanded as well. In order to meet
the massive demand for the logistics warehousing operations, WS Company has been
endeavoring to adjust the logistics warehousing services in line with projectized
management, which enables WS Company formulating an effective logistics
warehousing system to support the offshore oil exploration and production.
This thesis aims to analyze the reality of logistics warehousing operations on
exploration and production for the offshore oil in eastern area of South China Sea, and
to specifically point out the model of projectized management for logistics warehousing
services in execution. This thesis at the same time introduce the evolution of offshore oil
logistics warehousing management for eastern area of South China Sea; anticipate the
development trends of the logistics warehousing service. Last but not least, this thesis
concluded with the necessity of the projectized management for the logistics
warehousing services.
A comparative analysis has been provided to try figuring out the existing
drawbacks in management model for offshore oil logistics warehousing from others. It
also summarizes and discuss of the advantages of projectized management,as well as
benefits resulting from the projectized management model for logistics warehousing
service. Based on the analysis,the present offshore oil logistics warehousing service
system encounters issues such as lack of detailed management procedures, profound
resources integrity insufficiency, human resources turnover, cost control and work
inefficiency, etc. WS Company utilize projectized management model to find solution
for the integrity of resource and enhancement of effectiveness on the logistics
warehousing service for the oil companies.
This thesis, combining with the daily practice of projectized management, has
sorted out the organization change and management model of WS Company's logistics
warehousing service, to best demonstrate that the projectized management not only fit
