本文从国内外关于企业生命周期、PDCA 循环和绩效管理的研究现状出发,
以企业生命周期理论、PDCA 理论和绩效管理理论构成的理论分析框架为基础,从
青岛本地天然气公司的发展现状及其所处生命周期阶段出发,利用 SWOT 分析、
对比分析、实地调研等方法和技术,综合运用多学科知识,对“青岛中石油昆仑
天然气利用公司绩效管理体系构建”进行研究。深入挖掘制约企业发展的绩效管
理方面的关键因素,借鉴他们在绩效管理方面的可取之处,并结合理论研究,提
出此类公司绩效管理体系建立的对策,以期为此类企业构建绩效管理体系提供帮
助。
本文的研究以国内外主流绩效管理理论为基础,结合国内外在企业生命周
期、PDCA 循环方面所做的研究,继而构建起本文的理论分析框架,进一步丰富和
发展了绩效管理理论,拓宽了绩效管理的研究领域。
本文从处于不同生命周期阶段的天然气企业的角度研究绩效管理体系构建,
通过青岛地区天然气运营企业的对比分析,提出构建此类公司绩效管理体系的具
体对策,可以为指导此类公司的绩效管理体系构建提供有价值的借鉴和参考。

ABSTRACT
With the increasingly fierce competition in the natural gas industry, companies are
awared the importance of performance management increasingly. But the traditional
performance management model can not meet the needs of enterprise development
under the new situation. Even though there are many domestic and international theory
and practice of performance management can be learned , But many of these can not
suitable for all companies in different stages of the life cycle, especially China natural
gas operating companies, which have the industry's peculiarities, and Need to build a
new life cycle stages for enterprise performance management system from both
theoretical and practical aspects.
Started with the research status about enterprise life cycle, PDCA cycle and
performance management departure, and based on their theoretical framework, from
the current development of Qingdao local gas company and its life cycle stage,this
article use some methods and techniques such as SWOT analysis, comparative analysis
and field research, integrated use of multi-disciplinary knowledge, Studied on how to
build on Qingdao Petro China Kunlun Gas Utilization corporate performance
management system. Deeply dig the key factor that restricting the development of
enterprise performance management, learn from their merits in terms of performance
management and combination of theoretical research, finally proposed
countermeasures about the corporate performance management system, in order to
help the enterprises to build performance management system.
Based on the performance management theory through domestic and international
mainstream, combined with the research about the enterprise life cycle and PDCA
cycle, Built up the theoretical framework of this article, furtherly enriched and
developed the performance management theory, broadens the field of performance
