建设工程项目往往由许多参与单位承担不同的建设任务和管理任务,比如勘
察,土建设计,工艺设计,工程施工,工程监理,业主方管理,政府主管部门的管
理和监督等。各参与单位的工作性质、任务、利益不尽相同,因此也就形成了代表
不同利益方的项目管理。由于业主方是建设工程项目实施过程的总集成者,而且也
是建设工程项目生产过程的总组织者,所以,对于一个建设工程项目而言,业主方
的项目管理往往成为该项目的项目管理的核心。也正是基于上述原因,在国家电网
系统内部,专门设立了业主项目部,希望由此部门来统一规划、管理正在或即将展
‘开的项目。但是,实际运营过程中,却一直未能达到预期。
本文首先介绍了国家电网公司杭州供电公司IH在幵展的“大建设”体系建设及
相应的体制变革情况,杭州电网基本建设管理体系、管理流程现状,并以杭州供电
公司电网建设业主项目部的运作为例,通过问卷调查的方式,分析和探讨了在目前
形势下,业主项目部一直无法顺利运作达到预期的诸多原因,指出了杭州供电公司
对于业主项目部管理体系进行优化的必要性,同时根据分析所得的原因,结合“大
建设”体系带来的组织结构变更、杭州供电公司的具体实际,为杭州供电公司提出
了相应的解决方案及业主项目部管理体系。之后又通过具体的实施项目对所提出的
解决方案进行了验证,并分析了解决方案的可行性及缺陷。由此,得出了目前正在
运行的业主项目部的优化改革建议。

Abstract
Construction project always involves many companies and government departments
which undertake different construction and administration tasks. Such as geological
survey, architecture and structure design, construction technology process design,
engineering construct, construction supervise, management of project owner,
administration of government departments, etc. All these involved companies and
departments have their own duties and responsibilities. With different interests, the
beneficial implements management from their own side. Because the project owner is not
only the integrator of the whole project's implementation, but also the organizer of the
construction process, it is the core of the management for the construction project. Based
on these reasons, the owner's project department is founded in State Grid, aiming at
serve as an administration department to plan and manage construction projects. But
actually, it does not reach the expected effect in the process.
This study firstly introduces the following issues: the large scale movements and the
reforming status of it in the construction process of State Grid Hangzhou Power Supply
Company, the basic management system of Hangzhou grid and the present situation of
management process. Then analyzes and discusses the reasons why the owner's project
department can't reach the expected outcome by a questionnaire survey taking Hangzhou
power Supply Company as an example, and points out the necessity of optimizing the
project owner's management system. In addition, solutions and suitable owner's project
department is presented according to the results of analysis and the new construction
system's structure changing situation for Hangzhou Power Supply Company. Finally
tests the presented solution through the specific project,and evaluated the feasibility and
defect. Optimization suggestions are presented for the owner's project department.
