从古至今,粮食作为人类生存的第一生活资料,决定着人的生命存续与健康,

其重要性没有任何一种资源可以替代。从国家战略层面来讲,作为国家生存与安

全的支柱型资源之一,军事、能源的重要性远不及它。所以历朝历代的统治阶层

都特别重视粮食供给,总是将粮食工作列为治国安邦头等大事,以确保政权的兴

旺通达以及社会的繁荣昌盛。由此便有了 “五谷者,万民之命,国之重宝” 一说。

中国历来是一个以农业为基础的人口大国,在满足全民的粮食供给方面,一

直尝试更多的保障措施。建国后我国粮食一直处于计划供应时代,自2002年全国

粮食市场放幵后,国家对于新时期粮食供给工作做出了新的安排部署,全面推进

新型粮食流通体制改革。地方粮食部门立足当地实际,坚持科学发展观为指导,

以促发展为根本目标,多措并举,加快推进国有粮食企业改革与发展,取得了一

定成效。特别是国有粮食企业在面对众多前所未有的机遇和挑战时,积极探索、

不断实践,勇敢地全面参与到多元化的粮食市场竞争中来,实行政企分开,推进

产权制度改革,做大做强企业,促进产业化发展以及创新购销服务方式,进入了

一个快速全新的发展阶段。通过主动发挥国有粮食企业的购销主渠道作用,为确

保国家粮食安全做出了积极的贡献。

本文就是在这样的背景下,通过对鄂尔多斯市储备粮油经营管理中心的个案

进行全面、典型的剖析诊断,总结和归纳出好经验、好做法以及企业在当前形势

下具备的发展优势和存在的困难与问题,进而利用工商管理知识,运用外界环境

分析方法进行建设化的探讨和分析,提出了该国有粮食企业的发展战略目标,在

有利政策的引导下,通过政策性与经营性的相结合,以期实现企业真正走向市场,

发展壮大,逐步成为自主经营、自负盈亏的市场主体,培育成为具有一定市场竞

争力的国家粮食宏观调控载体,带动全市其他国有粮食企业尽早走出困境,得到

更新、更快的发展和进步。

Abstract

From ancient times, the first human survival as food subsistence, determines the

survival of human life and health, its importance is 110 alternative to a resource. From

the national strategic terms, as national survival and security pillar one of the resources,

it is nowhere near the importance of energy or military. Thus, every ruling class are

paying special attention food supply, the food is always top priority work as a country

and bringing peace, in order to ensure the prosperity of the regime accessible and social

prosperity.

China has always been an agricultural based populous country, to meet the people's

food supply,has been trying for more safeguards. After the founding of China's grain

supply has been in the planning era, since 2002,after the opening of the national grain

market, new food supply work for the government made new arrangements,

comprehensively promote the new distribution system.

This is in this context,by Erdos case to conduct a comprehensive,typical analysis

diagnosis,review and summarize the good experiences and good practices,to help the

enterprises looking the development advantages and the difficulties problems in the

current situation. To use the knowledge in business administration and the external

environment in order to analysis methods,to propose the development of the grain

company enterprises strategic objectives.We under favorable side policy guidance, to
