摘要
“人才是指具有一定的专业知识或专门技能,进行创造性劳动并对社会做出贡献的
人,是人力资源中能力和素质较高的劳动者。”社会的文明进步、人民的富裕幸福、国
家的繁荣昌盛都离不开人才。因此,人才越来越成为经济社会发展和科技创新进步的决
定性力量。

对人才进行科学规划,可以更加高效的使用人才,为人才发展创造有利条件,实现
人尽其才、才尽其用的双赢局面。同时,加强人才规划与区域发展互动研究,也是人才
工作贯彻落实科学发展观的必然要求。现有研究为认识和分析人才规划与区域发展奠定
了一定的基础,但现有研究也有继续深入的空间,具体表现在:从研究方法上看,理论
研究多,而实证研究少;研究层次上看,宏观研究多,而微观研究少;从研究主题上看,
单独研究多,而联动研究少。

本文以问卷、调查等实证方法,深入调查人才规划相关数据资料,在此基础上分析
人才规划对区域经济发展的作用关系;强调人才规划与区域发展的联动机制研究,以“联
动”视角考察其机制及模式,思考制约联动机制的相关问题,并结合理论与实践提出相
关对策,以实证研究推动该领域的学术研究,并试图推动人才规划与区域经济协调发展。

论文中以天津市南开区为例,重点探讨了南开区建立的人才规划与区域发展联动的科学
机制。同时分析了对人才规划的认识存在误区;对人才队伍建设的方向缺乏明确把握,
没有与区域发展有效结合;对人才发展规划的策略不能有效选择,导致其与区域发展不
协调;市场化机制在促进人才发展与区域联动中尚未发挥应有的作用;对区域发展如何
反哺人才发展没有明确规定等问题。在此基础上,提出了明确人才队伍建设方向、完善
对人才的奖励制度以及发挥市场在联动机制中的作用等相应的对策建议。

Talents are those people with certain professional knowledge or specialized skills, who
carry out creative work and make contributions to society. Talents are also workers with high
quality in human resources. The progress of society, rich life of people, prosperity of country
all relay on talents. Therefore, talents are increasingly becoming the decisive power of
economic and social development, and decisive factor of science and technology innovative
progress.
Pay more attention to the research of interaction between talent plan and regional
development is necessary to talents work to carrying out scientific development. Existing
researches make a certain foundation for our understanding and anglicizing the talent planning
and regional development, but existing researches also have some shortages, such as, more
theoretical research but less empirical research from research methods perspective, more macro
research but less micro research from research level perspective, and more separate research
but less linkage research from research topic perspective.
Based on empirical methods, such as questionnaire and investigation, this paper further
investigates the talent planning data. With these data researched the relations between talent
planning and regional economic development. Emphasize that from the perspective of
“linkage” to investigate the mechanism and pattern on the research between talent planning and
regional economic development. Find out the related problems which restricting the linkage
mechanism, and put forward corresponding countermeasure according to theory and practice.
This paper promotes the academic research with empirical research, and promotes coordinated
development between talent planning and regional economy. In this paper, discussed the
benefit of mechanism between talent planning and regional development in Nankai District,
and analyzed the exist problems of the linkage mechanism. Such as, the wrong understand of
talent planning, lack of a clear grasp to the direction of construction the talent team, cannot
effectively choice the strategy of talent planning, market mechanism has yet to play a proper
role to promote talent development and regional linkage, and there is no specific provision
about how to feedback the talent when the regional has developed. Finally, put forward some
suggestions to those problems.
