目前施工企业的竞争非常激烈,很多项目的最后盈利都很少,有些甚至是零利润或
者亏本。面对日益激烈的竞争环境,建筑企业如何通过工程项目绩效管理来提高项目部
的绩效,继而提高企业的效益,已经成为企业管理人员思考的问题。
YSD 工程公司是一家大型国有施工企业,由于其特有的行业特点,对工程项目的监
督管理已经成为重点和难点。本文主要从项目部着眼,针对 YSD 工程公司项目部现行
的绩效考核体系所存在的问题,通过绩效考核相关理论知识,力图设计一套简单的、易
操作的并能满足企业发展需要的绩效考核工具。通过客观、公正、准确地对建筑施工企
业人员进行绩效考核,掌握企业绩效考核信息,起到指导监督员工的工作水平,提升员
工绩效、促进企业发展的目的。
本文采用理论与实践相结合的研究方法,通过收集项目部现有的绩效考核材料,在
对现有材料分析的基础上,又通过问卷调研和员工访谈的方式对项目部目前的绩效考核
现状进行分析和研究,得出解决问题的思路。在理论研究方面,运用了目标管理、平衡
计分卡和关键绩效指标(KPI)的方法对员工的考核指标进行了重新设计,并对考核权
重进行划分,优化了项目部人员的绩效考核体系。
本文希望项目部能通过建立科学合理的人力资源管理体系来适应当前市场竞争的
需要。科学的人力资源管理不仅是本企业更是许多施工企业面临的迫切问题。最后形成
的考核方法和一些建议希望能对同行业类似企业进行绩效改革起到指导作用。

Competition has always been to promote enterprise change management. With the
intensification of competition,the enterprise will mainly rely on the growth of efficient
management system. Enterprise how to design,maintain and adjust the internal human
resource management system,especially the performance appraisal system,to attract and
retain talent and to display the talent to the biggest potential for the purpose of it is very
important. But most companies do not know how to operate,which reduces the efficiency of
enterprise performance evaluation,also make the execution is limited by the employees.
Increasingly fierce competition of the construction industry,the enterprise leaders to
can successfully achieve the competition strategy of the enterprise,can correctly and timely
grasp of enterprise performance evaluation is one of the key information. In view of this,this
article combined with the actual situation of construction company of YSD,aiming at the
problems the company projects department performance evaluation,based on the related
theory of performance appraisal,tries to design a set of simple,easy to operate,can really
improve the level of employee performance and can meet the needs of enterprise development
performance evaluation tool.
The research methods by adopting the combination of theoretical research and
empirical research method,through questionnaire investigation and employee interviews with
project department present human resource management and performance appraisal system
present situation and the existence question has carried on the investigation and study,and
concluded the basic train of thought to solve the problem. On the basis of job analysis,using
the balanced scorecard and key performance indicators (KPI),the project department
evaluation indexes and weights are optimized design,lays the foundation for project
department to implement effective human resource management.
The construction enterprise project department staff performance evaluation research,
and hope that the project department through the establishment of a scientific and reasonable
human resource management system to meet the needs of the current market competition.
Scientific human resources management is not only the enterprise but also the urgent
problems of many construction enterprises. Finally formation of the evaluation methods and
some Suggestions for reforming performance also can have the similar enterprises in the same
industry practical guidance.
