中国正在由制造大国向制造强国努力转型。从德国、美国、日本等制造强国
的发展经验看,单个企业的强大远不足以支撑产业的振兴。因此,以供应商管理
为突破口,大力发展产业集群,谋求全球经济话语权,具有重要的现实意义。工
程机械产业集群是长沙工业的支柱性产业。但长沙工程机械产业集群发展极不平
衡,集中表现在主机企业尤其是龙头企业发展迅猛,配套企业跟进乏力,本地配
套率低,尤其是关键零部件过度依赖进口。长此以往,将严重制约企业自身乃至
产业集群的发展壮大。由此引起了企业、行业、政府等多方的重视和研究。本文
试图从供应商管理的角度出发寻求破解之道,研究具有重要的实用价值。
本文以中联重科集团下属最重要的事业部中联工起为研究对象,对其供应商
管理现状、存在的主要问题以及对供应商管理进行改善的必要性进行了详细剖析,
通过借鉴国内外典型产业集群的龙头企业供应商管理的成功与不足,结合产业集
群、供应链管理及供应商管理的有关理论,从供应商选择、重要部件供应商管理、
供应商评价、供应商管理制度执行、供应商管理信息化、协同创新等六个方面提
出了具体的改善方案。以及方案的实施的要点。对效果进行了预测。最后提出了
保障措施。
本文的研究结论如下:
改善方案要想达到预期效果,必须得到决策层的理解和支持,以系统工程的
形式进行项目运作,在整体方案通过后,还要有详细的实施步骤和有力的执行团
队,并配备必需的资源。此外,供应商管理不仅是企业管理的重要内容,.也是构
建产业集群供应链的重要环节。因此,供应商管理改善不仅仅涉及到企业内部和
采供双方,同样需要政府、院校、行业协会等中介组织的配合与支持。

Abstract
China is a manufacturing country and trying to become a manufacturing power.
From the successful experience of other manufacturing powers,like Germany, the
United States, Japan and etc, single enterprise is not powerful enough to support the
revitalization of the industry. Therefore, it's significant to develop industrial clusters
and seek a better position in the global economic by improving supplier management.
Construction equipment industry cluster is the most important part of Changsha's
industry. But Changsha's construction equipment industry cluster has been developed
unevenly. The specific performance is the leading enterprise is developing rapidly,
while the matched enterprise is not strong enough to provide the corresponding
support. Now the rate of local supporting, especially the supporting of those major
critical component, is too low. Most of these components need to be import. In the
long run,it will restrict the development of enterprise itself and the whole industrial
cluster seriously. Now the enterprise,industry and government have paid more
attention to this phenomenon. The thesis attempts to improve it by supplier
management. The research results are of great important practical value.
The supplier management of Zoomlion Mobile Crane Branch Company, which is
the most important part of Zoomlion Heavy Industry Science&Technology
Development Co.,Ltd, is studied. The present situation and the main issues of the
supplier management and the importance of the improvement are discussed firstly.
And then the improvement methods, including selection of supplier,management of
critical component supplier,evolution methods, implement of the supplier
management, supplier management informatization and collaborative innovation are
studied refer to the experience of typical enterprises in industry cluster. The key
points during the implement are also considered. Contemporary modern theory like
industry cluster,supply chain and supplier management are used in the thesis. Finally,
the detailed security countermeasures are proposed.
From the research, we can get the following collusions. In order to achieve
expected effort, the project should be implemented in the form of system engineering.
The support of leaders is also necessary. After the program is adopted,detailed
implementation steps,executive team and resources are important for the
implementation of the program. Supplier management is not only the important part
of business administration, but also the important element of the supplier chain in
industry cluster. Therefore, the improvement of supplier management needs the great
efforts from the supplier and the demander. It also needs support from other
organization like government, university, industry association and etc.
