据国家有关方面公布事故发生次数与死亡人数看,我国煤炭行业与其它工程建设行

业相比,属于事故率高发行业,煤炭建设企业事故发生率远大于煤炭生产企业,已引起

社会和各个煤炭建设企业的高度关注,特别是政府相关部门对安全管理高度重视,因此,

煤矿建设的安全管理又面临到新的压力和挑战,也充分表明煤矿安全生产的严峻形势,

提高煤矿安全管理水平对于煤炭建设企业来说至关重要。

本文以陕煤化工建设集团正在建设的西卓子煤矿为研究对象,通过对相关安全管理

理论的研究,采用问卷调查等研究方法,设计出了西卓子煤矿安全管理的可行性方案。

首先,从安全管理的理论入手,以西卓子煤矿建设为研究对象,对西卓子煤矿建设安全

管理现状进行分析,在调查分析的基础上,提出西卓子煤矿建设项目在施工过程中存在

安全管理问题进行了分析。其次,依据西卓子煤矿建设曾经出现重大事故的经验教训,

以及对煤矿建设中的主要致因要素的分析,提出了西卓子煤矿建设安全管理的指导思想

及目标,并且从控制人的不安全行为、物的不安全状态、环境及管理的不安全因素等方

面,对西卓子煤矿建设安全管理方案进行了设计。最后,从创建自主学习的安全培训体

系;健全安全管理的组织设置;制定完善的安全管理制度;实行全程安全动态管理;创

新的安全文化体系五个方面来进行保障。

本文通过对西卓子煤矿建设的安全事故分析,以及以前的安全管理经验,设计了具

有可行性的西卓子煤矿建设安全管理方案,对陕煤建设集团以后的安全管理将会有很大

的促进作用,也对其他煤矿建设企业的安全管理有借鉴作用。

group is the construction of the Xizhuozii coal mine as the research object,

based on the research of the related safety management theory, using the

methods of questionnaire, designed the Xizhuozii feasibility scheme of coal

mine safety management. First of all, from the theory of safety management,
