当前，我国大力推进保障性安居工程建设，计划“十二五”期间建设保障性
住房 3600 万套，解决 1 亿人的住房问题。天津市积极响应国家号召，加快改善
中低收入家庭住房条件，不断加大政府投入力度，扩大保障性住房建设规模，在
先行先试探索新型建设投融资模式方面取得重要进展。本文立足上述实际，围绕
天津市保障性住房建设投融资的背景、目标、重点、经验借鉴、创新实践及发展
方向进行全面、系统的研究，具有较强的理论和现实意义
研究内容从国内外行业发展成就出发，归纳梳理保障性住房建设投融资切实
可行的操作模式；回顾我市在销售型和租赁型保障性住房建设投融资工作实践中
所取得的主要进展，总结领先经验；结合未来发展趋势，提出推广运用新型金融
工具支持建设、创新完善商业银行信贷激励政策、发挥国有大企业建设主力军作
用、吸引民间资本进入建设融资领域等建议，旨在结合工作实际有的放矢做好理
论积累和政策探索，将保障性住房建设投融资创新向多层次、全方位延伸，不断
深化、完善现有运作模式
本文的研究成果能够为实现天津市“十二五”住房保障规划提出的搭建多元
并举的融资体系目标提供政策理论借鉴，对全国城镇保障性安居工程建设投融资
工作亦具有一定参考和推广价值

ABSTRACT
At present, our country is greatly boosting the construction of indemnificatory housing, and plans
to construct 36,000,000 sets of indemnificatory housing during the twelfth five-year (plan) to
solve housing problems for one hundred million people. Actively responding to our nation’s
appeal, Tianjin Municipality accelerates improvement in housing conditions for mid-low income
families, continuously increases government’s investment, expands construction scale of the
indemnificatory housing, and has made important progress in playing a leading role in exploring
new type of construction financing investment mode. Based on the above facts, this article
carries out comprehensive and systematic study on the background, objectives, focus, experience
sharing, innovation practice and development direction regarding Tianjin Municipality
indemnificatory housing construction investment and financing. Hence, the article features fairly
strong theoretic and practical significance.
Beginning with the domestic and overseas industry development achievement, the study sums
up feasible operation modes for the indemnificatory housing construction investment and
financing; reviews the major progress our municipality has made in for sale and for rent
indemnificatory housing construction investment and financing, summarizes advanced
experiences; by combing with the future development trend, offers advices on widely using new
financing tools to support construction, innovating and optimizing commercial banks credit
incentive policies, enabling large scale state-owned enterprises to play major force in the
construction, absorbing private capital into construction financing area, etc. The article aims at
conducting targeted theoretical accumulation and policy exploration by combining actual work,
extending the indemnificatory housing construction investment and financing to multilevel and
all-round solutions, and continuously deepening and perfecting the current operation mode.
The research achievement of the article can provide policy theory reference for building
diversified and plural financing system objective for realizing Tianjin Municipality twelfth
five-year (plan) housing guarantee planning, and also serves reference and promoting values for
countrywide cities and towns indemnificatory housing construction investment and financing.

第一章 绪论
1.1 选题的必要性
大力推进保障性住房建设，是贯彻落实科学发展观、改善民生、构建和谐社
会的重要内容和客观要求。在当前保障性安居工程建设事关房地产市场调控全局
的背景下，从中央到地方，无论是基于建设投融资创新的具体需要，还是考虑到
特定的制度建设具有的示范效应，加强对保障性住房建设投融资的研究，都具有
十分重要、紧迫的理论与现实意义
1.1.1 国家宏观决策部署要求保障性住房建设融资创新
住房是民生必需品，关系经济发展、社会和谐。随着城市的快速发展，人们
的居住观念和生活观念不断更新，对居住质量的要求日益提高。从上世纪 80 年
代起，党中央、国务院就将解决居民住房问题作为一项重要工作，持续深化城镇
住房制度改革，逐步探索建立住房保障制度，将建设保障性住房作为促进房地产
业持续健康发展、调整住房供应结构稳定住房价格的有力举措，不断加大工作力
度
2007 年是我国住房保障事业全面起步的开端。2007 年 10 月，党的十七大提
出了努力实现全体人民“住有所居”的宏伟目标，要求“健全廉租住房制度，加
快解决城市低收入家庭住房困难”。这是党中央立足全局做出的重要决策，标志
着我国住房保障制度建设开始进入建立、完善和有序发展的重要阶段，具有里程
碑意义。同年，国务院出台了《关于解决城市低收入家庭住房困难的若干意见》
（国发[2007]24 号），将解决城市低收入家庭住房困难作为政府公共服务的一项
重要职责，明确了住房保障工作目标和任务，为实现“住有所居”提供了强有力
的制度保证
2008 年，为应对国际金融危机冲击，党中央、国务院确定了进一步扩大内
需、促进经济发展的十项措施，其中第一项就是加快建设保障性安居工程
2009 年，温家宝总理在十一届全国人大二次会议上所作的政府工作报告提
出，要积极扩大国内需求，特别是消费需求，以增强内需对经济增长的拉动作用
会议批准了政府应对国际金融危机的一揽子计划，包括出台 4 万亿元投资用以启
