中国改革开放以来随着国有企业经济体制改革的深化，航天工业也经历着由过去
的计划经济体制向社会主义市场经济体制的转变。由单一的面对指令计划的科研生产模
式向多元经营的模式转变。航天应用产业和服务业如何抓住机遇深化改革，如何科学的
进行战略环境分析与选择，重组有效资源,增强航天科技工业各单位的生存和发展能力
是困扰着高层管理者的一个主要问题。本文基于对于航天应用和服务业资本市场的研究，
运用战略管理理论中的战略决策分析工具-IE 矩阵（内部-外部矩阵），运用定性和定量
的方法得出了影响航天应用和服务业资本市场的内部因素和外部因素，对其内外部影响
因素进行了权重分配，由其内部、外部因素的得分结合 IE 矩阵可以得出在航天应用和
服务业资本市场运用扩张型的战略是可行的，并对其扩张型战略的实施提出了具体的框
架与措施，即以扩张型张略为方向，以拓展产业链、提升价值链为核心，以构建清晰资
产架构，建设和发展上市公司、实体公司、专业公司、重点产业化项目公司为主要内容，
以内部重组、股份制改造、对外并购、资产剥离等为主要方式，加强对资产经营的顶层
规划和管理。本文的目的是通过对航天应用和服务业资本市场的扩张型战略研究指导国
有公司经营者提供如何运用西方管理学的分析工具进行战略分析与决策，进一步提高国
有企业的竞争力

ABSTRACT
When China is carrying its reform and opening-up policy out in the further step, space
industry also have changed from planned economic system to market-economic system,
senior managers in the space application and service industry are bothered by the question
which is how to analyze the environment and make right strategic decisions to catch the
opportunities of the economic system reforming . Based on the research of the space
application and service industry, by using the modern analyzing instrument---- IE
Matrix(Internal-External Matrix,) the article reached a conclusion that the expanding strategy
is feasible for the space application and service industry capital market and gave some
suggestions on how to put it into effect. In the direction of expanding strategy ,the managers
should take measures to strengthen the top-level design of the assets management around the
increasing of the industrial value, for example recapitalizing and merging etc, which is
mainly about how to establish listed or specialized companies. The article gave an example to
the managers who is in charge of the state-owned company of how to use the modern
analyzing instrument to make proper choices in strategic management.
