摘 要
资源配置是企业管理工作的中心,是企业发展战略的关键环节。人力资源是
其它资源的主宰和灵魂,其市场化配置有独特的规律,更显复杂,也更具有操作
管理艺术性。转型升级是企业调整自身资源配置和组织结构,不断适应市场环境
与发展目标要求的自我完善活动,是一种连续进行的组织发展变革和战略。在以
信息化为标志的知识经济时代来临时,具有知识和技能的人力资源将越来越显现
其重要性,对合适人力资源的占有和影响利用将是企业取得竞争优势并保持旺盛
生命力的关键要素。在现代企业转型升级的发展过程中,人力资源配置与管理已
成为企业赢得竞争和成功实现转型升级目标的有力杠杆,因此,结合企业自身实
际,研究人力资源配置,是一个卓有意义的课题
在本文中,笔者从分析企业的性质入手,讨论企业运营和发展的基本规律,
提出企业核心竞争力的根本在于人力资源;竞争优势源于企业资源组合与社会环
境相匹配所产生的机遇;激励是人力资源配置的核心。在此基础上,进一步提出
应对转型升级需要的新型人力资源配置模式的构想,并以 YT 公司人力资源配置
的”十二.五”规划为例进行对比研究,分析 YT 公司人力资源配置中存在的问题,
提出针对 YT 公司转型升级的人力资源配置方案和意见

Abstract
Resource allocation is the center of the enterprise organization , It is a key link
in the process of enterprise development strategy. Human resources being the master
and the soul of other resources, the market configuration rule of the human resources
is more complex, also has more artistic operation management. Transformation and
upgrading is the enterprises adjust their resource allocation and organization structure,
and continuously adapt to market environment and development goals, It is the
objectives of self-improvement activities for an enterprise development, and it is a
continuous of organizational development and strategic change. In the information
into a symbol of the era of knowledge economy comes, has the knowledge and skills
of human resources,It will increasingly show its importance, the possession and
impact of the use of appropriate human resources will be the key to enterprise acquire
the competitive advantage and keep vigorous vitality.
In the process of the development of the modern enterprise transformation and
upgrading. Configuration and management of human resources has become the
enterprises to win competition and to achieve powerful lever for transformation and
upgrading of the target. Therefore, combined with the actual enterprise, the research
on human resource allocation is a significant issue.
In this article, the author obtains from the analysis of the nature of the enterprise,
discuss the basic rule of enterprise operation and development. put forward the core
competitiveness of enterprises lies in human resources. Competitive advantage comes
from enterprise resource portfolio opportunities generated by matching with the social
environment. Motivation is the core of human resource configuration. On this basis,
further put forward the response to needs of transformation and upgrading of new the
ideas of human resource configuration mode. As an example for comparative study,
analysis the twelfth Five years planning of YT company human resource
configuration. breakdown the problems existing in the human resources allocation of
YT company . Should be put forward in view of the transformation and upgrading of
YT company human resource allocation scheme and opinion
