摘要:现在和今后工程机械行业需减少不断上升的研发成本和缩短
产品上市的周期,提升企业的国际竞争力。研发资源的有效利用和共
享变得尤为重要。分布式研发资源运营管理是将分布在不同的地理位
置,属于不同的主体,各自有着不同利益的研发资源管理起来,在空
间上将研发资源最优化,在企业内部将研发资源共享,以实现研发资
源的价值最大化。本文通过对国内外资源运营管理的研究,提出了三
一集团分布式研发资源运营管理的模式,有效提升了企业内部研发资
源的共享和重用。
三一集团的研发资源包括企业内部的各个研发信息系统、人员和
硬件等。本文首先简单介绍了专业化分工、组织结构、运营管理的相
关理论。以此为基础,对三一集团研发资源运营管理的现状进行分析,
包括对研发信息系统、研发人员和硬件等资源的现状分析,提出了三
一集团研发资源运营管理中存在的3个主要问题:专业化分工不精
细、垂直式组织结构导致研发资源分享不足,重复建设、研发资源分
散不能得到合理利用,且研发知识没有得到有效的沉淀。继而针对存
在的问题,详细研究了每个问题的解决方法,设计并构建了研发体系
专业化资源单元,设计了基于分布式研发资源的运营组织模式,制定
了研发体系专业化资源单元的服务模式以及运营的收费标准。最后,
将这种运营管理模式应用于研发试验中心,取得了良好的应用效果,
证明了该运营模式的可行性。
本文首次提出了企业研发资源服务有价的概念,并在企业进行研
发资源的运营,以促进研发资源的最优化,减少研发资源的浪费。

The design of distributed R&D resource operation
management mode for SANY group
ABSTRACT: It is need to reduce the rising costs and shorten
development cycles ,imoprove the international competitiveness of
enterprises in construction machinery industry now and in the future. It
becomes particularly important that the R&D resources is used and
shared effectively. The operation management of distributed R&D
resources puts all R&D resources together which in different geography
position, belong to different principal part and provided with different
benefit. The R&D resources will be optimized in space. In order to
achieve the maximum value, the R&D resources need to be shared in
enterprise. By researching the resource operations management in China
and foreign, this thesis put the operation management model of
distributed R&D resources in SANY GROUP. It promotes the enterprise
inside R&D resources' share and reuse effectively.
The R&D resources in SANY GROUP include each r&d
information system, people, hardware and so on. First, this thesis simply
introduces theory about specialization classification、 organization
configuration, operation management. On the basis of this theory, the
operation management situation of R&D resources such as information
system, people and hardware is analyzed in this thesis. Three main
problems exited in operation management of R&D resources are
proposed. They are specialization classification does not clearly or subtly,
vertical style organization configuration cause the R&D resources shared
insufficiently and constructed repeatedly, the decentralized R&D
resources can not be used rationally and the development knowledge has
not been precipitated effectively. After declaring those 3 problems, the
solution of each problem is researched in detail, the R&D system
specialization resource unit is designed. The operation organization
model base on distributed R&D resources is designed. The service model
of R&D system specialization resource unit and charge standard of
