摘 要
河北钢铁集团提出钢铁主业全成本理念,适当发展多元化战略。作为风险管理
的重要财务支出,集团财产保险自集团成立以来一直处于分散状态,保险成本高且
不易于管理。本文以集团财产保险管理为主要研究目标,努力探索集内需、管理、
效益、金融为一体的集约化风险管理模式。
在研究过程中,引用大量详实的数据,通过钢铁、金融行业的发展对比分析,
同时深入阐述集团内部的财产保险管理基础。以访谈调研法、文献调研法、企业综
合分析法制订出集团财产保险集中管理战略。突出成本领先、差异化管理特色,进
一步运用定性定量分析法确定集团财产保险具体运营方式,并以合理预期效益加以
说明总结。
同时创新集团财产保险管理方式,使保险的信用、保证、资产管理功能应用于
集团建设。在钢企财务费用极其紧张局面下,发展新的融资模式。
通过并购重组,集团财产保险保持原总保费不变,企业经营设施保险金额由
1098 亿元扩展至 3200 亿元;同时,归纳分散到社会中的职工个人保险 2000 万元。
整合后的集团财产保险,凭借规模优势、成本优势、潜在创效空间实现新的利润增
长点,为集团多元化发展战略创造有效渠道。

ABSTRACT
Hebei iron and Steel Group steel industry put forward total cost concept, the
appropriate development of diversification strategy. As an important financial risk
management, group insurance since the establishment of the group has been in a
decentralized state, insurance costs are high and not easy to manage. According to the
group insurance management as the main research object, explore the pattern of risk
management that can obtain management, benefit of intensive set of domestic demand,
finance as a whole.
In the course of study, author compared and analied the development of iron and
steel with financial industry by citing a number of detailed data, also elaborated the
basement of property insurance management within group. Through interview survey
method, literature research method and comprehensive analysis of the enterprise legal
system, centralized property insurance management strategy is setted. Highlighting the
feature of cost leadership and differentiation management, applying the further analysis of
qualitative and quantitative, concrete operation way of group property insurance is
determined that is illustrated by reasonable expectation benefit summary.
At the same time,innovate group property insurance management,so that insurance,
guarantees; credit asset management function is applied to the group construction. Under
the extremely tense situation of steel enterprises financial expenses,we try to develop new
financing mode.
Through merger and reorganization,group insurance maintain the original total premium
unchanged, adding insurance amount of company operating facilities from 109.8billions to 320billions;
at the same time, induce 20millions personal insurance of workers dispersing to social. The
integration of the group insurance realize virtue of the size advantage, cost advantage,
potential profit space and new profit growth point, an effective channel is created for
diversification development strategy of group.
