摘 要
农村信用社作为我国重要的金融机构之一,在我国的经济发展尤其是“三农”
的发展中发挥着不可取代的作用。由于我国农村信用社的特殊历史发展过程及其在
我国农村中的作用,造成其人力资源管理起步比较晚,且发展缓慢,因此我国农村
信用社在员工绩效评价方面存在许多不足和缺陷,如评价体系建设不合理、评价方
法不科学、员工绩效评价体系缺乏持续性、忽视评价结果及缺乏必要的培训等,这
些问题和不足制约我国员工绩效评价体系的进一步发展。

本文对国内外关于员工绩效评价的理论和实践为研究基础,并结合山东省某农
村信用社的员工绩效评价现状,运用文献法、模型分析法、实证分析法和调查问卷
法,在对山东省某农村信用社的员工绩效评价体系的现状进行分析和研究,并发现
其中存在的问题和不足,然后有针对性的设立出了关于信贷管理员、信贷营销员和
信贷审查员的绩效评价方案。具体包括运用层次分析法分析划分员工的两级层次评
价指标,并确定其各自权重。为了验证新的员工绩效评价方法的实施效果,运用调
查问卷法对其的实施效果进行分析和研究。这一新的绩效评价体系及评价方案对山
东省员工及山东省农信社本身的发展具有重大的意义。

Abstract
As one of the important financial institutions in our country, rural credit cooperatives
in our country economic development plays an irreplaceable role, especially the
development of the three rural. For the special historical development process of the
rural credit cooperatives and its role in China's rural, its human resources management
started late, and develop slowly. So China's rural credit cooperatives in the employee
performance evaluation has some deficiencies and defects, such as the unreasonable
evaluation system, evaluation method is not scientific, a lack of continuity in employee
performance evaluation system, ignore the evaluation results, and the lack of the necessary
training, etc., these restrict the further development of the employee performance
evaluation system in our country.
In this paper, the theory and practice about employee performance evaluation at home
and abroad as the research basis, through a combination of a rural credit cooperatives of
shandong province as the basis of the performance evaluation now, using literature method,
the model analysis, empirical analysis and questionnaire method, the current situation of
employee performance evaluation system of the rural credit cooperatives in shandong
province carries on the analysis and research, and discovered the problems and the
insufficiency, then targeted set out on the credit manager, credit sale member and credit
examiners performance evaluation scheme. It mainly includs the use of Analytic
Hierarchy Process (AHP) analysis of two levels of hierarchy evaluation index, and their
respective weight were determined. In order to verify the implementation of the new
employee performance evaluation methods, we use the method of questionnaire and
analyze the effect of study. The performance evaluation of the new scheme suggestes that
it is great significance for all workers and the development of rural credit cooperatives.in
Shandong province.
