摘 要
A 石化公司核心竞争力研究
核心竞争力是企业获得竞争优势的基础。国有企业特别是垄断性行业里的
国有企业依靠国家给予政策扶持得以持续地经营和发展。在经济全球化的趋势
下,企业需要建立自己的核心竞争力来面对激烈的市场竞争。石化行业是垄断
性行业之一,在我国被中国石油、中国石化、中国海油三家公司垄断。随着我
国经济开放程度的日益提高,更多国外的优秀企业如埃克森美孚、BP、道儿达、
荷兰皇家壳牌、三井株式会社等企业通过建立合资企业等方式进入我国市场参
与竞争,业务涉及炼油、化工产品的生产和销售领域。由于这些企业在资金、
技术、管理方法上拥有明显的优势,这无疑给我国的石化企业带来了严峻的挑
战。

A 石化公司是中国石油天然气股份有限公司的全资子公司,公司的业务属于
中国石油的炼油与化工业务板块,主要负责原油炼制和下游石化产品的生产。

近几年,A 石化公司的各项经营指标在中国石油石化生产企业的内部排名中始终
靠后,特别是在炼油行业整体处于微利和亏损的大背景下,作为公司核心业务
的炼油业务出现比较大的亏损,在一定程度上反映出企业缺乏核心竞争力。

首先,运用 PEST 分析法对企业所处的宏观环境进行分析,得出良好的宏观
经济形势将会持续地带动石化行业的发展;社会文化因素和技术进步将会给行
业带来挑战;国家产业政策的变化会进一步调整行业的产业结构;相关管理部
门对污染物排放和安全生产工作监管力度的进一步加大,会增加企业的经营风
险。然后,对整个石化行业的特点、行业基本情况、行业内的主要竞争对手进
行分析,并结合运用波特的行业竞争五力模型对产业的竞争结构进行分析的结
果,找出石化行业关键成功因素:更具有竞争力的业务组合、风险控制能力、
全方位的绩效管理、通过提高人力资源管理水平提升企业能力和优秀的企业运II
营能力,从企业外部环境的角度对核心竞争力进行识别。其次,运用 SWOT 分
析法剖析企业面临的机遇和威胁、企业的优势和劣势,运用核心竞争力识别模
型,从企业的价值链、资产、技能和知识等方面进行分析,找出企业价值链中
关键环节上应具备的关键能力,并结合企业核心竞争力外部识别的行业关键成
功因素,最后识别出企业应具备能耗成本控制能力、缩短研发新产品周期的能
力、培养和调动人力资源的能力、安全生产运营能力和快速学习的能力等五个
核心竞争力。

在文章的最后,通过运用构建核心竞争力的母合优势、战略联盟、能力内
化和组织学习等方法,提出 A 石化公司核心竞争力的培育方案。

Abstract
The Study on the Core Competence of A Petrochemical Company
The core competence is the basis of gaining the competitive advantage of a
company. Depend on government’s supporting policies, Nation-owned corporations,
especially those are in monopolizing industry, operate and develop continually. In the
trend of economical globalization, these corporations need to establish their own core
competence to face the serious competition. Petrochemical industry is one of the
monopolizing industries in China, it is monopolized by three corporations, CNPC,
SINOPEC and CNOOC. As the degree of economic openness are increasing, more
excellent foreign corporations, such as Exxon Mobile, BP, TOTAL, SHELL and
Mitsui, enter Chinese market and participate in competing through establishing
Chinese-foreign equity joint ventures, their businesses are manufacturing and selling
products in refining and chemical domain. Due to these corporations have obvious
advantages in fund, technologies and management methods, these advantages would
bring severe challenges to Chinese counterparts undoubtedly.
A petrochemical company, one of the CNPC’s subsidiary companies in Refining
& Chemical sector, is mainly responsible for refining crude oil and producing
chemical products. In recent years, the operating index of A petrochemical company
ranked far behind among subsidiary petrochemical companies of CNPC, particularly
the whole refining industry is in small profit and losing situation, refining as A
petrochemical company’s core business has huge deficit and indicates that the
company are lack of the core competence to some extent.
Firstly, this paper uses PEST analysis model to analyze the macro-environment,
conclude that the good macro-economic situation will drive the petrochemical
industry develop continuously, social and cultural factors along with technology
advancement would bring challenges to the whole industry, the changes of
government industrial policies will restructure the industry, relative governmental
department enhances the supervision of the emission of the contamination and safetyIV
production will danger the companies in the industry. And then, through analyzing the
characteristics of the industry, the basic background and the main competitors of the
industry and analyzing the competitive structure of the industry by using Michael
Porter’s five forces competition theory model, indentifies the key success factors of
the industry which are more competitive business combination, risk-controlling
capability, comprehensive performance management, elevating the company’s
competence via improvement of human resource management and excellent operation
ability, from the external environment. Furthermore, by using SWOT analysis model
to analyze the strengths, weaknesses, opportunities and threats and applying the core
competence identifying model to locate the key capabilities of the key nodes in the
value chain through analyzing the value chain, assets, skills and knowledge of the
company. Finally, identify the five core competences of the company which are
controlling capability of energy-consuming cost, capability of reducing product
innovation cycle, capability of nurturing and reassigning human resource, operating
capability of safe production and fast-learning ability.
At the end of this paper, through applying the methods of Parenting Advantage,
strategic alliance, capability internalization and organization learning to provide a
nurturing plan of the core competence of A petrochemical company.
