论文在分析研究背景和意义的基础上,首先对涉及到的项目管理理论和价值
链理论进行了梳理和评述,为后续研究提供理论支持和指导;其次,对酒钢项目
管理现状进行了分析,研究发现存在项目生命周期各阶段、项目干系人和项目要
素之间相互割裂的问题,项目的整体价值受损问题,主要原因是管理者对项目管
理认识不足、缺乏专业化的项目管理队伍以及组织结构不合理;再次,基于项目
整体价值提升提出了酒钢三维项目管理模式的总体架构,并以项目管理公司为主
导,分别对三个维度(项目全生命周期、项目干系人和项目全要素)进行分解分
析,在此基础上进一步对基于流程的项目三维管理模式进行了集成和整合;然后,
从组织结构、管理制度和资源保障等方面提出了三维管理模式有效运转的保障措
施;最后,对研究内容和结论进行总结,并提出了进一步的研究方向。
酒钢三维项目管理模式是对大型钢铁建设项目管理模式的创新性探索,其目
标是项目价值的整体提升,方法是项目全生命周期、全干系人、全要素的系统集
成,具体由项目管理公司来执行。由项目管理公司对酒钢的建设项目进行统一管
理有利于打造职业化员工队伍,也便于项目组织资产的积累和储备,同时可以通
过承接外部项目实现创收。
酒钢三维项目管理模式的构建与推行,对提升酒钢的项目管理水平具有重要
意义,同时对其他行业大型复杂项目的管理也具有一定的借鉴价值。

基于整体价值提升的酒钢三维项目管理模式研究
Abstract
As a program management method, project management has the advantage of making
organizational progress controlled, improving the product quality, and enhancing the resource
utilization. The project management level has become an important index to measure the
competitiveness of enterprises. Jiuquan Iron &Steel Co. Ltd is a large state-owned enterprise,
whose project whole value is seriously damaged because the different stages of the project life
cycle, the project stakeholders and the project elements are separated from each other. Therefore,
we construct the Three-Dimensional Project Management Mode of Jiuquan Iron &Steel Co. Ltd
based on the whole value enhance by using the literature and comparative analysis method.
Firstly,we reviewed the project management theory and the value chain theory based on the
analysis about the research background and meaningful. Secondly, we analyzed the statue of the
JiuGang project, the problems,and its reasons. Thirdly, we constructed the three-dimensional
project management mode of JiuGang based on the whole value enhance. The objective is to
enhance the whole value of Project Management Company through three dimensions,including
life cycle, stakeholders and elements. We analyze the life cycle management mode, the
stakeholders&39; management mode and the element management mode, respectively. Furthermore,
we propose the model that the value integrated of the project management company based on the
process. Fourthly, we put forward the safeguard measures in order to promote the
three-dimensional management mode effective operation. The safeguard measures mainly
including organization structure, management system and resource protection. At last,we put
forward the further research problems.
The mode that was constructed, whose aim is to promote the project&39; whole value, is an
innovative exploration for large steel project management by the system integrated of life-cycle,
stakeholders and elements. The Project Management Company&39; set up will be benefit to build
professional staff team, facilitate project organization assets and the accumulation of reserves, and
undertake external projects to achieve revenue.
The construction and implementation of this mode has an important meaning for improving
the project management level. Meanwhile, it also provides reference value for the same lager
project management.
