摘 要
随着经济的不断发展，人民生活水平不断提高，社会对电力的依赖性越来越
强，电力可靠性显得越来越重要。电力是以电能作为动力的能源。电力消费是发、
输、变、配、用瞬间同时完成的，电网作为电力能源传输的基础设施在电力公司
与社会各用电单位、居民之间起着桥梁和纽带作用
电网安全关系千家万户的日常生活、更关系经济平稳运行和社会和谐稳定
保障电网安全是电力输送中的重要工作。而电网分布有着点多面广、设备技术要
求水平高的特点，电网所处环境也千差万别，自然灾害、人为破坏和设备故障越
来越突出，任何一个小问题都可能引发电网事故，从而引发更大的社会问题
根据自身二十余年从事电力工作的切身经历和感触，建立并完善电网应急管
理体系，以有效应对突发事件对电网带来的损害以及造成的社会损失，开展应急
管理体系建设，建立组织体系，完善制度体系，健全保障体系，是提高应急管理
水平的有效手段，也是目前开展应急管理工作的当务之急
本研究在搜集并分析国内外关于电网应急管理体系建设和完善方面的相关
文献资料的基础上，以系统论、应急组织管理理论和风险管理理论为理论基础，
对自身工作单位——内蒙古东部电网应急管理体系进行研究，分析其在电网应急
管理制度、体系机制、预案制定、救援队伍建设、装备配备、技术平台支持和物
质保障方面存在的问题及原因，并从物质供应、队伍建设、平台支持和各方面力
量整合方面提出措施建议，力图为内蒙古东部电网应急管理体系完善提出切实可
行的对策建议，并为其他地区电网公司应急管理体系建设和完善提供参考和借鉴

With the developing of the economy, and the rising of people's living standards,
the society is more and more dependent on electric power. Electric reliability becomes
more and more important. Electricity is a kind of energy of which the driving force is
electrical energy. Electricity consumption is a process with generating, transmission,
transformation, distribution and utilization completing instantaneously at the same
time, among which the power grid plays a role of bridge.
The security of grid not only influence the everyday life of millions of households,
but also the economic stability and social harmony and stability. Electricity
transmission grid security protection is an important job. The grid has a multi-point
distribution of a wide range of equipment that require high levels of technical features,
the grid can vary their environment, natural disasters, vandalism and equipment
failure and more prominent, any small problems may lead to grid accident, causing
greater social problems.
According to mine own personal experiences and feelings work , establish and
improve the power grid emergency management system in order to effectively
respond to emergencies on the grid and social harm caused by the loss carry
emergency management system , establish the organizational system improve the
institutional system , a sound security system is an effective means to improve the
level of emergency management , emergency management is currently carried out
urgent work .
In this study, collect and analyze relevant literature data on grid construction
and improvement of emergency management system on the basis of respect to
systems theory , emergency management theory and organizational risk management
theory as the theoretical basis for their own work units - the eastern part of Inner
Mongolia Power Grid emergency management system to study it , analyze it in a grid
emergency management system , system mechanisms , develop plans , problems and
reasons for the existence of the rescue team building, equipping , technology platform
to support and material security, and from the material supply, team building, platform
