摘 要
核电项目建设具有核安全与核质量的要求高、系统及接口众多、施工量大、资金强
度大、建设周期长、风险因素多、管理协调十分复杂等特点,利用管理信息系统改进工
程管理、优化信息的组织和业务流程、加速信息的传递、积累各类信息和经验、进行科
学的分析和判断,进而达到提高工作效率和工作质量、缩短工期、降低投资、提高核电
建设单位核心竞争能力,具有重要意义,这也已成为项目管理决策者们不得不重点考虑
的问题。核电项目工程建设管理信息系统从某种意义上说是核电工程建设管理模式的缩
影,以提高运作效率和管理水平为目标,实现对核电工程建设的整体信息管理,实现文
档一体化及参建方信息共享、优化业务流程、降低管理成本,从而推动核电建设各项工
作有序开展。

本文通过对核电建设项目的特点、难点及对SD核电建设管理中管理信息系统的现状
及问题的分析,运用现代管理技术和计算机信息技术,对管理信息系统进行需求分析和总
体规划设计,据此建立由安全管理、施工管理、进度管理、质量保证管理等子系统组成的
管理信息系统,使工程建设在质量、安全、进度等方面得到有效的控制,实现参建单位信
息共享,加快信息传递,减少信息交流误差,提高工作效率、决策能力,降低管理成本和
工程建造成本,达到预期的管理目标,对于提高工程公司核电工程管理水平及核心竞争力
具有重要意义。本文的研究结果可作为工程公司管理的其他核电工程的蓝本,可为其他建
设项目管.理信息系统的建设提供借鉴,对于推动建设工程管理信息系统的研发、推广和应
用也同样具有重要意义。本文在总结核电建设项目管理信息系统特点的同时也客观地提出
了有待进一步提高及不足的地方。

本文研究的重点主要体现在两方面:一是提出覆盖常规岛及BOP工程建设期的多种
管理模式并存的核电信息化系统整体解决方案,实现各参建方共用的统一的管理平台、
数据库平台、网络平台,满足各参建单位协同管理的运作管理模式要求。二是通过数据
接口、电子签名技术及业务流程重组理论,实现信息系统之间的数据传递及业务流程重
组,缩短信息传递时间、减少重复工作进而达到提高工作效率、降低管理成本的目的。

Abstract
In view of the characters of higher requirement, multi-interface, multi-system, larger
scale of construction, huge investment, long-term construction duration, higher risky factors
and complicated coordination status of nuclear power construction project, the application of
Management Information System (MIS) plays a significant role on aspects of project
management improvement, optimization of information system and procedure, acceleration
of information transmission, accumulation of various information and experiences, scientific
analysis and judgment, which results in an improvement of work efficiency and work quality,
a reduction of construction duration and investment, as well as the improvement of core
competence of construction units, etc,which are also the points that decision makers have to
face and consider. MIS for nuclear power construction can be granted as an epitome of
nuclear power construction model, which focus on the targets of improving operation
efficiency and management level so as to realize the targets of integrative information
management of nuclear power construction, integral document controlling model, joint
information share for each unit,procedure optimization, as well as management cost
reduction, so as to prompt an orderly management process of nuclear power construction.
In view of the characters and difficulties of the nuclear power construction, the request
analysis and general outline designing on MIS have been conducted in the thesis via the
application of modern management technology rectification procedure and IT technology,
resulting in the establishment of MIS (Management Information System) which comprises of
sub-systems, such as safety management, construction management,schedule management
and quality assurance, etc, which have facilitated a smooth control on aspects in terms of
quality, safety and schedule of construction, which results in a joint information sharing for
contractors, an accelerating transmission of information, a reduction of information
communication errors, and an improvement of company&39;s engineering management level for
nuclear projects as well as its core competitiveness. The research outcome can be adopted as
the blueprint for the other nuclear power projects under PEC management. The research
outcome can also be taken as reference for other construction projects, which plays a
significant role of pushing forward R&D, popularization and application of MIS.
The research of thesis focus on two aspects: One is to realize the integral solution plan for
the informationization of nuclear power construction, on which multiple management models
that cover the entire CI & BOP construction duration are co-existed. To realize the integrative
management platform, database platform and web platform which are co-shared by each
construction party so as to adapt to the operation management model which is jointly
managed by them; The second is to realize data transmission between information systems,
re-organization of work procedure, shortened duration of information transmission and
reduced repetitive works via data interface and by adoption of E-Signature technology and
re-organization theory of work procedure so as to reach the targets of reduction of
management cost and improvement of work efficiency.
