本文首先概述了中小企业技术创新的一般理论，阐明了中小企
业技术创新的作用和意义；然后，较深入地考察了宁波中小企业技
术创新的发展历程及现状；紧接着，以定性和定量相结合的分析方
法剖析了宁波中小企业技术创新过程中存在的问题。最后，在前面
分析的基础上，分别从两个角度，一是中小企业自身的角度，二是
技术创新外部支撑体系的角度，提出了加强宁波中小企业技术创新
的战略对策。期望对宁波中小企业技术创新有所启示。

ABSTRACT
The small and medium enterprises (SMEs) in Ningbo, the
nongovernmental SMEs in particular have developed vigorously since the
policy of reformation and opening deployed in China, and they have made
great contributions to economic development of Ningbo. Nowadays,
SMEs become an essential integrant of Ningbo national economy and a
motive force, which promotes rapid and sound growth of economy. At the
same time SMEs play an important role in improving the state of
employment, increasing nongovernmental investment, optimizing the
economic structure, advancing the market prosperity and maintaining the
social stability. SMEs in Ningbo have superiority in market competition
with the aid of advanced market mechanism and sophisticated business
tradition, however, their inner contradiction in quality and structure has
been gradually obvious as well as market competition has intensified and
transferred to technology competition since entry of WTO. As a result, the
technology innovation is the key to development of SMEs in Ningbo.
Basing on the research of common theory on the technology
innovation of SMEs, this thesis expounds the positive role and
significance of SMEs in national economy; studies the development
course and current situation of the technology innovation in Ningbo
SMEs; analyzes existing problems in the process of the technology
innovation of Ningbo SMEs by means of qualitative and quantitative
analysis; finally, puts forward the strategy of strengthening the
technology innovation from two aspects separately which one is SMEs
itself and the other is external support system of the technology
innovation; and expects its effect on the revelation of Ningbo SMEs.

中小企业的重要性已得到国内外社会各界的广泛认可，其技术
创新问题的研究已成为一个值得关注的热门课题。本文以宁波中小
企业的技术创新活动为研究对象，以定性和定量相结合的分析方法
对其展开了全面的研究。
近年来，中小企业已成为宁波经济发展的主导力量。宁波政府
在资金、信息、服务等多方面给予了大力支持，但宁波中小企业仍
然存在众多的瓶颈，而企业的技术创新能力薄弱是其关键之所在。
本文力图立足于对宁波中小企业技术创新现状和存在问题分析的基
础上，探求宁波中小企业实施技术创新战略的自身对策，并寻求构
建有利于宁波中小企业技术创新的外部支撑体系。
本文的第一章对中小企业技术创新的理论进行了概述，是全篇
的理论基础。第二章通过大量的数据分析和实地考察对宁波中小企
业技术创新的发展历程、现状和存在的问题进行了系统的剖析。提
出了当前宁波中小企业技术创新过程中存在的八个问题。其中前六
个问题，如 “企业家的创新意识不足”、“技术创新的管理水平有待
提高”等，主要为企业自身有待完善的不足之处；其余两个问题则
是企业外部存在的问题。接着第三章和第四章分别从中小企业自身
的角度和外部支撑体系的角度对上述技术创新过程中存在的八大问
题作了详细分析，并一一提出了相应的战略对策和措施。这些对策
和措施源于宁波中小企业技术创新的实际情况，所以具有相当的针
对性和可操作性，对宁波中小企业开展技术创新活动有一定的实践
指导意义。
