摘要
企业文化,不仅是企业的灵魂,也是企业核心竞争力的重要组成部分。随着国内经
济的发展和经济全球化、市场国际化挑战的加剧,企业在市场上的竞争并不只停留在表
面上的产品和服务,而是结合企业文化的全面竞争。作为典型资源型企业,立足内蒙古,
子公司分布广泛,对星光煤炭集团企业文化建设进行研究具有一定的代表性和现实意
义。星光煤炭集团长久以来过于重视企业产能和企业效益,而对企业文化建设重视不足,
工作不细,企业文化体系的全面建设相对落后。

本文运用系统分析法、文献查阅法和案例分析法,充分查阅和总结现有企业文化理
论。在对星光煤炭集团的企业现状和文化建设演变进行梳理,并对企业员工进行问卷调
查,深入剖析了企业文化建设中所反映的突出问题。在此基础上提炼出企业使命、愿景、
核心价值、企业精神、管理理念等文化体系要素,并针对企业文化推进工作提出了相应
的实施对策。论文得到如下创新观点及结论:
1、作为典型的资源型企业星光煤炭集团的企业文化建设分别经历了自由文化时期、
安全文化主导时期和全面建设探索时期三个阶段;
2、通过对包括企业中高层管理者和基层职工在内的四百多名员工进行问卷调查、
筛选、分类、统计,发现企业员工在对团队合作精神、绩效考评制度、执行力较低、需
要增加收人待遇等方面具有比较强烈的诉求;
3、星光煤炭集团的现阶段企业文化体系存在着核心不明确、文化体系建设不健全、
员工缺乏认知等问题,而造成这些问题的深层原因是企业处于文化建设的处级阶段,缺
乏完善的培训引导机制、文化介质和情景氛围;
4、星光煤炭集团企业文化体系建设过程中应确立企业理念、制度、愿景目标等,
通过思想解冻、加强培训、形成文化产品等方式达成一致认同并上升为文化自觉和管理
自觉。

Abstract
Corporate culture, not only is the soul, is also an important part of the core
competitiveness of enterprises. With the increased challenges of domestic
economic development and economic globalization, the international market,
competition in the market does not just remain on the surface of products and
services, but a combination of a comprehensive competition in the corporate
culture. As a typical resource-based enterprises, based in Inner Mongolia, a
subsidiary of widespread, Star Coal Group's corporate culture construction,
representation and practical significance. Star Coal Group has long been too
much emphasis on business productivity and enterprise efficiency and
insufficient attention is not working fine, comprehensive system of corporate
culture is relatively backward, and the building of enterprise culture.
In this paper, system analysis, literature review and case analysis, and full
access to and summarize the existing theory of corporate culture. Evolved to
sort out the Star Coal Group's corporate status and cultural construction, and the
employees conducted a questionnaire survey and in-depth analysis of the
outstanding issues as reflected in the building of enterprise culture. On this basis,
refining the corporate mission, vision, core values, entrepreneurial spirit,
management philosophy and other elements of the cultural system, and
corporate culture to promote the implementation of countermeasures. Paper the
following innovative ideas and conclusions:
