本文从国内外高速公路养护管理理论研究入手,运用比较分析法等方法,
研究了对国内外养护模式,分析了目前国内高速公路养护管理模式,然后针对J
省高速公路养护管理现状幵展了研究,指出了该省当前所遇到的问题和管理症
结,确定了其高速公路养护管理模式变革的方向,阐述了战略管理的使命愿景
和战略目标,以及养护模式改革“转型阶段、试验阶段、实施阶段”三个阶段的主
要目标和主要任务,探讨了组织结构、流程管理和绩效管理在三个阶段中不同
的工作内容和工作标准。

ABSTRACT
With the rapid development of the expressway in recent years, the expressway
maintenance management has become increasingly important. As the existence of
various management methods on the expressway maintenance and now statewide
exploratory work in this field,it's of great significance to do a research on this subject.
Based on the theories and studies on the expressway maintenance management, the
article firstly analyzes comparatively the important maintenance management modes
at home and abroad and then the active management mode in China. Moreover, to the
study in the current situation of the expressway maintenance management in Province
J, problems it is encountering and cruxes of the management work are pointed out.
The article sets a overall reform direction for the expressway maintenance
management mode of J-Province,explains the prospects, missions and aims of the
strategic management and three reform stages “Transformation, Probe and
Implementation with different targets and tasks, and discusses, how do structure
management, process management and performance management play a part in these
three stages respectively, what do they do and with which standards.
