环境信息披露与环境公共品供给——基于动态空间面板杜宾模型的分析
摘要
地方政府对于经济性公共品的支出偏好曾作为中国发生经济增长奇迹的重
要推力之一,但也逐渐成为中国经济可持续发展的一大阻碍。财政分权背景下如
何纠正地方政府唯GDP 而论的公共品支出决策,激励其主动供给环境公共品,
关系到完善环境治理体系与中国绿色转型发展能否实现的关键。本文试图从经验
视角,就环境信息披露对地方政府环境公共品供给的影响机制进行系统考察,研
究出发点均源自对于中国公共品支出失衡扭曲现象的纠正。本文的研究对解决中
国当前环境公共品缺位的供给困境以及实现2025年建立健全环境治理体系的远
景目标具有重要的政策意义。现有研究着重于分析对公共品的供给激励研究,且
研究设计中也倾向于将所有类型的公共品混为一谈,但实则经济性公共品与非经
济性公共品的激励机制不能一概而论,环境公共品作为短板中的短板,其供给激
励机制的研究较为缺乏,本文为填补这一模块的空白提供了一个现实的分析框
架。
基于中国2008-2019年202个城市与上市公司数据,主要构建动态空间面板
杜宾模型、中介效应模型和调节效应模型对所提出的理论假说进行检验。研究结
果表明:第一,环境公共品供给存在一定的时间路径依赖,地方政府之间存在逐
底竞争的现象,环境信息披露有助于促进当地与周边城市的环境公共品供给。第
二,环境信息披露程度对于当地的外资利用水平产生挤出作用,进而提升环境公
共品供给水平。第三,腐败程度较高的地区,环境信息披露的真实性受到质疑,
故对于环境公共品的激励作用降低。
基于上述结论,本文提出如下解决思路:第一,要建立更加科学、广泛和完
善的环境信息披露体系,明确政府与企业之间的权属范围和治理界限,推动环境
信息披露制度相关立法,建立健全法律法规体系,充分发挥环境信息公开的外部
监督作用。第二,应继续强化政府对企业环境信息披露的监督力度,逐步建立以
信任为基础的信息披露体系,增加民众的信任度,提升环境治理责任感与参与度,
形成良性循环。第三,严惩在环境信息披露环节中存在的寻租腐败行为,将地方
政府存在隐瞒和不完全报告的行为记录在案,提高政府公信力,为完善环境信息
公开激励环境公共品供给的渠道提供有效的制度环境。

Abstract
The local government's preference for economic public goods has been one of
the important impetus for China's economic growth miracle,but it has gradually
become a major obstacle to the sustainable development of China's economy at
present and in the future.Under the background of fiscal decentralization,how to
correct the local government's public goods expenditure decision based on GDP and
encourage them to actively supply environmental public goods is the key to the
improvement of environmental governance system and the realization of China's
green transformation development.This paper attempts to make a systematic study on
the impact mechanism of environmental information disclosure on the supply of
environmental public goods by local governments from an empirical perspective.The
starting point of the study is to correct the imbalance and distortion of public goods
expenditure in China.The research of this paper has important policy significance to
solve the supply dilemma of the absence of environmental public goods in China and
realize the long-term goal of establishing and improving the environmental
governance system by 2025.However,the incentive mechanism of economic public
goods and non economic public goods can not be generalized.As the short board of
the short board,the research on the incentive mechanism of environmental public
goods is relatively lacking,this article provides the first mock exam to fill the gap of
this module.
Based on the data of 202cities and listed companies in China from 2008to 2019,
this paper mainly constructs dynamic spatial panel Durbin model,mediating effect
model and moderating effect model to test the theoretical hypothesis.The results
show that:first,there is a certain time path dependence in the supply of environmental
public goods,and there is a bottom-up competition between local governments.
Environmental information disclosure helps to promote the supply of environmental
public goods between local and surrounding cities.Secondly,the degree of
environmental information disclosure has a crowding out effect on the local level of
foreign capital utilization,thus improving the supply level of environmental public
goods.Third,the authenticity of environmental information disclosure is questioned
in areas with high degree of corruption,so the incentive effect on environmental
public goods is reduced.
Based on the above research,this paper puts forward the following policy

suggestions to effectively promote the supply of environmental public goods:first,we
should establish a more scientific,extensive and perfect environmental information
disclosure system,clarify the scope of ownership and governance boundaries between
the government and enterprises,promote the relevant legislation of environmental
information disclosure system,establish and improve the laws and regulations system,
give full play to the external supervision role of environmental information disclosure.
Second,we should continue to strengthen the government's supervision on enterprise
environmental information disclosure,gradually establish a trust based information
disclosure system,increase the public's trust,enhance the sense of responsibility and
participation in environmental governance,and form a virtuous circle.Third,severely
punish the rent-seeking corruption in the environmental information disclosure link,
record the behavior of concealing and incomplete reporting of local government,
improve the credibility of the government,and provide an effective institutional
environment for improving the channels of environmental information disclosure to
stimulate the supply of environmental public goods.
