我国绿色公募基金会信息披露问题研究
摘要
在中国经济快速发展的过程中，资源过度开发利用导致的环境问题已逐渐出
现，水资源短缺、土地荒漠化严重。中国仍然是一个生态环境相对不平衡的国家，
森林覆盖率远远达不到全球31%的平均水平，保护生态环境已经成为当今社会非
常重要的议题。在各方力量联合协作保护自然生态的过程中，绿色公募基金会更
大程度上发挥了连接各类资源的纽带作用，但是基金会频频爆出的公益丑闻也引
发了社会各界对基金会的质疑。只有改善绿色公募基金会信息披露参差不齐的现
象，基金会才能建立良好的声誉，获得公众的信赖，从而为我国的自然保护事业
做出切实的贡献。因此，对我国绿色公募基金会信息披露的研究具有实践价值。
从现有文献来看，对于公募基金会信息披露的研究多为实证研究，分析信息
披露的影响因素，案例研究较少且主要集中于对公募基金会财务信息披露的研
究，本文的主要研究对象是致力于自然保护领域的绿色公募基金会，基于绿色公
募基金会的总体透明度数据，选择了透明度相差较大的物种保护类公募基金会进
行对比分析。
本文主要采用案例分析法和比较分析法，结合信息不对称理论、委托代理理
论和利益相关者理论等，对我国绿色公募基金会各类利益相关者的信息需求进行
分析。在总结我国基金会信息披露法律法规和第三方信息披露平台的基础上，对
国外慈善信息披露和我国绿色公募基金会信息披露的现状进行分析，发现我国绿
色公募基金会信息披露存在的主要问题。选择我国绿色公募基金会中的五个物种
保护类公募基金会，从基于相关规定的信息披露、财务信息披露、审计信息披露
和业务活动信息披露四个方面进行现状分析，发现其在信息披露上的差距。通过
专家评估法评价物种保护类公募基金会信息披露对各类利益相关者信息需求的
满足程度，借鉴信息披露透明度较高的成都大熊猫繁育研究基金会的信息披露做
法，参考英美国家对慈善信息披露的要求，为我国绿色公募基金会信息披露提出
改进建议。
本文的研究意义在于为绿色公募基金会信息披露的改善提供参考，促使基金
会的信息披露更加完整透明，从而增强社会各界对基金会的信任和支持，以便绿
色公募基金会更好地履行社会职责。

Research on Information Disclosure of Green
Public-raising Foundations in China
Abstract
In the process of China's rapid economic development,the environmental
problems caused by the excessive development and utilization of resources have
gradually emerged,with the shortage of water resources and serious land
desertification.China is still a country with a relatively unbalanced ecological
environment.The forest coverage rate is far below the global average of 31%.
Protecting the ecological environment has become a very important issue in today's
society.In the process of joint cooperation of various forces to protect the natural
ecology,the green public-raising foundations have played a more important role in
connecting all kinds of resources,but the frequent public welfare scandals of the
foundations have also aroused doubts from all walks of life about the foundations.
Only by improving the uneven information disclosure of the green public-raising
foundations,can the foundations establish a good reputation and gain the trust of the
public,so as to make practical contributions to China's nature conservation.Therefore,
the research on information disclosure of China's green public-raising foundations has
practical value.
Judging from the existing literature,most of the research on the information
disclosure of public-raising foundations is empirical research,which analyzes the
influencing factors of information disclosure.There are few case studies and mainly
focus on the financial information disclosure of public-raising foundations.The main
research object of this paper is the green public-raising foundations committed to the
field of nature conservation.Based on the overall transparency data of the green
public-raising foundations,the species protection public-raising foundations with
large transparency difference are selected for comparative analysis.
This paper mainly uses case analysis and comparative analysis,combined with
information asymmetry theory,principal-agent theory and stakeholder theory,to
analyze the information needs of various stakeholders of China's green public-raising
foundations.On the basis of summarizing the laws and regulations on foundation
information disclosure and the third-party information disclosure platform in our
country,this paper analyzes the current situation of foreign charitable information
disclosure and the information disclosure of green public-raising foundations in our

country,and finds out the main problems existing in the information disclosure of
green public-raising foundations in our country.This paper selects the five species
protection public-raising foundations among China's green public-raising foundations,
analyzes the current situation from the following four aspects:information disclosure
based on relevant provisions,financial information disclosure,audit information
disclosure and business activity information disclosure,and finds out the gaps in
information disclosure between the five foundations.The expert evaluation method
was used to evaluate the satisfaction degree of information disclosure of species
protection public-raising foundations to various stakeholders'information needs.
Based on the information disclosure practices of Chengdu Giant Panda Breeding
Research Foundation,which has high transparency of information disclosure,and the
requirements of Britain and the United States for charitable information disclosure,
this paper puts forward suggestions for improving the information disclosure of
China's green public-raising foundations.
The significance of this study is to provide reference for the improvement of the
information disclosure of the green public-raising foundations,to make the
information disclosure of the foundations more complete and transparent,so as to
enhance the trust and support of all sectors of society to the foundations,so that the
green public-raising foundations can better perform its social duties.
