十堰特困山区财政扶贫绩效研究
摘要
2020年,我国脱贫攻坚战取得了全面胜利,现行标准下9899万农村贫困人口全部
脱贫,832个贫困县全部摘帽,12.8万个贫困村全部出列,区域性整体贫困得到解决,
完成了消除绝对贫困的艰巨任务。但是,我国防止返贫任务依然艰巨,尤其是山区群
众受到地理环境、发展基础限制,地区经济、文化及公共服务无法得到持续稳健发展,
部分地区将长期处于防返贫状态。财政投入是扶贫的重要手段,近年来财政扶贫投入
规模较以往大幅增加,但单纯的增加投入不一定能带来最大的产出。为此本文以特困
山区城市十堰作为研究对象,对十堰直辖下的三区五县财政扶贫绩效及其影响因素展
开全面深入研究,以探索防返贫路径,也为乡村振兴提供有益借鉴。
(1)财政扶贫投入规模及变化趋势:十堰财政扶贫投入规模较大,总体呈现上升
趋势,对扶贫事业开展起到重要的推动作用,但存在投入增长波动和各区县投入规模
差异较大两方面问题,需要对财政扶贫投入进行长期规划以实现可持续发展,对区县
资源合理调配以实现区域经济均衡发展;
(2)财政扶贫静动态绩效:经济相对落后的区县财政扶贫动静态绩效排名靠前,
相反经济相对发达的区县财政扶贫动静态绩效排名靠后,主要是规模效率未达到最优,
应结合各地实际情况对财政扶贫投入规模及资源要素进行合理分配调整,达到规模最
优,提升绩效水平;
(3)财政扶贫绩效影响因素:各区县贫困群众人均收入、第一三产业生产总值、
人均医疗费用、基础设施建设投入、及财政收入与财政扶贫绩效在5%及以下水平上呈
正相关且影响系数依次递增,但外资引用总额对与财政扶贫绩效影响不显著。
针对本文研究指出的问题,提出了财政扶贫投入规模、产业结构及发展、公共服
务、就业培训方面的政策建议,希望能为十堰及类似地区防返贫工作提供新的思路,
为国内扶贫事业推进提供理论及实践上可借鉴的案例。

Abstract
In 2020,my country’s poverty alleviation battle has been fully won.According to the
current standards,98.99million rural poor people have been lifted out of poverty,832
impoverished counties have all been lifted,128,000impoverished villages have all been
listed,regional overall poverty has been solved,and absolute elimination has been completed.
The difficult task of poverty.However,the task of preventing poverty in our country is still
arduous,especially as the people in mountainous areas are restricted by the geographical
environment and development foundation,the regional economy,culture and public services
cannot be sustained and stable development,and some areas will be in a state of preventing
poverty from returning for a long time.Fiscal investment is an important means of poverty
alleviation.In recent years,the scale of fiscal investment in poverty alleviation has increased
substantially compared with the past,but simply increasing investment may not bring the
maximum output.For this reason,this paper takes Shiyan as the research object,and
conducts a comprehensive and in-depth study on the performance of financial poverty
alleviation and its influencing factors in the three districts and five counties directly under
the jurisdiction of Shiyan,in order to explore ways to prevent poverty and also provide a
useful reference for rural revitalization.
Based on the theory of poverty alleviation and performance,this paper uses
comparative analysis method,grey relational analysis method,DEA-Malmquist model and
TOBIT model to analyze the current situation and trend of financial poverty alleviation
investment in Shiyan's extremely poor mountainous area,as well as the static dynamic
performance of financial poverty alleviation and finance.The influencing factors of poverty
alleviation performance were comprehensively analyzed,and the following conclusions were
obtained:
(1)The scale and trend of financial poverty alleviation investment:Shiyan's financial
investment in poverty alleviation is relatively large,showing an overall upward trend,which
plays an important role in promoting the development of poverty alleviation.However,there
are two aspects:fluctuations in investment growth and large differences in the scale of
investment in various districts and counties.The problem is that long-term planning of
financial investment in poverty alleviation is needed to achieve sustainable development,and
the reasonable allocation of district and county resources to achieve balanced regional
economic development;
(2)The static and dynamic performance of fiscal poverty alleviation:The dynamic

and static performance of financial poverty alleviation in the relatively backward districts
and counties ranks first,while the dynamic and static performance of financial poverty
alleviation in the relatively developed districts and counties ranks lower.The main reason is
that the scale efficiency is not optimal.According to the actual situation of various places,
the scale of financial poverty alleviation investment and resource elements shall be rationally
allocated and adjusted to achieve the optimal scale and improve performance;
(3)The factors affecting the performance of financial poverty alleviation:The per capita
income of the poor in various districts and counties,the gross output value of the primary
and tertiary industries,the per capita medical expenses,the investment in infrastructure
construction,and the fiscal revenue and the fiscal poverty alleviation performance are
positively correlated at the level of 5%and below,and the influence coefficients are in order
However,the total amount of foreign capital cited has no significant on the performance of
fiscal poverty alleviation.
In response to the problems pointed out in this article,we put forward policy
recommendations on the scale of financial poverty alleviation investment,industrial
structure and development,public services,and employment training,hoping to provide new
ideas for the prevention of poverty in Shiyan and similar areas,and provide for the
promotion of domestic poverty alleviation.Cases that can be used for reference in theory and
practice.
