中小企业是我国社会发展和国家经济的中坚力量，在助力国家经济高质量发 展中起着重要作用。近年来应对中小企业发展中的不规范，政策对接难，缺少人 才、资金、技术、融智、融商支持等，这些问题促使我国不断优化中小企业服务 体系，建设地方政府主导的中小企业服务平台为主的企业服务平台。但是，当前 中小企业服务平台的服务模式、服务功能还很不完善，服务的普惠度、精准性、 成功率等还有待提高。 随着大数据、人工智能等为代表的前沿信息技术发展，大数据在企业服务应 用场景的运用价值越来越多的体现，以及技术和数据改变企业服务生态，推动着 中小企业服务平台快速成长。 本文基于大数据时代背景下，剖析了技术进步给中小企业服务平台模式重新 构建所带来的机遇与挑战，提出了“政府引导、市场化运作、资源集聚、开放式” 为原则的中小企业服务平台构建思路，建设面向企业的一站式、多层次、无缝隙 式综合性服务平台。首先，梳理国内外学者关于中小企业服务平台分析研究的一 些结论，阐述新一代平台构建的相关理论基础。分析当前区域性企业服务平台的 现状及问题，重点研究大数据在解决中小企业服务中的信息不对称作用以及对问 题的解决思路从而明确基于大数据中小企业服务平台构建思路。其次，通过分析 苏州综合金服与深圳金服成功案例，印证大数据在企业服务中的巨大作用，并借 鉴案例平台的规划设计与建设路径以及平台模式和运营成果。再次，在前文分析 基础上，通过对基于大数据的中小企业服务平台的核心功能设计及运营模式规划 的陈述，论证了大数据背景下区域性中小企业服务平台构建的可实施性，打造基 于大数据，使用前沿技术的智慧型企业服务平台，解决中小企业发展中的共性需 求，从而促进产业结构优化升级和国民经济健康发展。最后针对构建大数据背景 下区域性中小企业服务平台提出制度保障和政策建议。 关键词：大数据，区域性，中小企业服务平台，构建，保障湖 北 工 业 大 学 硕 士 学 位 论 文 II Abstract Small and medium-sized enterprises are the backbone of China's social development and national economy, and play an important role in helping the high-quality development of national economy. In recent years, in response to the nonstandard development of small and medium-sized enterprises, difficult policy docking, lack of support from talents, funds, technology and services, etc., the service system of small and medium-sized enterprises in China has been continuously improved, forming an enterprise service platform dominated by public service platforms of small and medium-sized enterprises led by local governments. However, at present, the service mode and function of SME Service platform are not perfect, and the inclusive degree, accuracy and success rate of service still need to be improved. With the development of advanced information technology represented by big data and artificial intelligence, as well as the increasing application value of big data in enterprise service application scenarios, technology and data change the enterprise service ecology and promote the rapid growth of small and medium-sized enterprise service platform. Based on the background of big data era, this paper analyzes the opportunities and challenges brought by technological progress to the reconstruction of SME Service Platform mode, and puts forward the construction idea of SME Service Platform Based on the principle of "government guidance, market-oriented operation, resource concentration, and open", so as to build a one-stop, multi-level, seamless and comprehensive service platform for enterprises. First of all, combing some conclusions of domestic and foreign scholars on the analysis and research of public service platform of small and medium-sized enterprises, expounding the theoretical basis of the construction of new generation platform. This paper analyzes the current situation and problems of the regional enterprise service platform, focuses on the role of big data in solving the information asymmetry in the service of small and medium-sized enterprises and the solutions to the problems, so as to make clear the construction ideas of the service platform for small and medium-sized enterprises based on big data.
