进入21世纪以来,国家从制造大国向制造强国转变的战略调整,对制造企业提升 自身管理和技术水平提出了新的要求。近几年,随着3C产业增长放缓,企业间产品价 格竞争激烈以及国内人力成本持续上升,电子制造业尤其是传统电子元器件产业面临产 业逐渐萎缩,产能逐渐过剩的问题,企业的生存压力不断加大。如何在新形势下抓住机 遇,求生存、求发展,对于电子制造企业而言是一个急需解决的问题。由于电子制造企 业生产制造所需设备具有数量多、操作人员结构复杂、设备故障率高、保养维护工作量 大等特点,如果设备管理跟不上企业发展要求,对企业提高效率、降低成本、增加效益 影响巨大。所以,如何做好设备管理工作,通过设备管理挖掘设备潜能,提高设备综合 效率,并降低设备维护成本,从而降低制造成本,提升企业竞争力,是破解上述难题的 关键环节之一。 学者研究表明TPM(全面生产维护)设备管理思想能有效完善企业的设备管理体 系,调动全员参与设备维护保养,提高企业设备管理水平,从而达到提高设备综合效率、 改善生产良率、降低设备维护成本、改善现场环境及安全等目标。通过总结国内外TPM 理论和实践研究现状发现,目前TPM设备管理理论的研究较为完善,但TPM设备管理 实践应用研究主要集中在设备复杂自动化程度较高的领域,缺少对劳动密集型电子制造 企业的应用研究。 本文以TPM在FD公司设备管理应用为研究案例,运用文献研究法、案例分析法, 分析了FD公司设备管理中的问题及原因,设计了TPM在该公司推进的过程,总结了 TPM实施初步效果。本文首先阐述研究背景、意义、国内外研究现况、研究思路以及 创新点等内容,提出FD公司应用TPM理论改进企业设备管理体系;第二部分重点介 绍TPM发展及定义、评价指标、“四”零目标、主要活动内容、活动步骤及与其他系统 之间的关系等相关理论,为后续TPM应用方案展开提供理论基础;第三部分介绍FD 公司概况、生产流程及设备状况,并重点分析公司设备管理的现状、问题及成因,为后 续应用方案的构建提供改善依据;第四部分结合公司劳动密集、产品多、设备多等特点, 构建适用FD公司的TPM设备管理应用方案,来解决公司设备管理中存在的问题;第 五部分介绍应用方案实施的保障措施,为顺利实施TPM设备管理应用方案提供了有力 II 保障;第六部分对FD公司推行TPM初步取得的效果进行总结,说明TPM实施能有效 提升公司的设备管理水平;最后对FD公司推行TPM应用进行了总结和展望。 通过对FD公司推动TPM设备管理应用的研究,发现TPM对完善其设备管理体系, 提升其设备管理水平有一定的现实指导意义。本文认为TPM有利于解决劳动密集型电 子制造企业存在的设备管理问题,提升企业设备管理水平,FD公司的TPM设备管理应 用方案和主要工作内容对于其他劳动密集型电子制造企业推行TPM项目有一定的借鉴 意义。 关键词:电子制造企业, TPM(全面生产维护),设备管理 III ABSTRACT Since the beginning of the 21st century, the strategic adjustment of China's transformation from a large manufacturing country to a strength manufacturing country has put forward new requirements for manufacturing enterprises to improve their management and technical level. In recent years,with the slowdown of 3C industry growth, the intense price competition between enterprises and the continuous increase of domestic labor costs, the electronics manufacturing industry, especially the traditional electronic components industry, is facing a shrinking industry and a gradual overcapacity, the enterprises are under increasing pressure to survive. How to seize the opportunity to survive and develop in the new situation is an urgent problem for electronic manufacturing enterprises. Due to the large number of manufacturing equipment required by electronic manufacturing enterprises, complex structure of operators, high failure rate of equipment, heavy maintenance workload and other characteristics, if the management of equipment is not in line with the development requirements of the enterprise, it will have a huge impact on the enterprise to improve efficiency, reduce costs and increase benefits. Therefore, how to do a good job of equipment management, through equipment management to tap the potential of equipment, improve the comprehensive efficiency of equipment, and reduce equipment maintenance costs, so as to reduce manufacturing costs, enhance the competitiveness of enterprises, is one of the key links to solve the above problems. The study shows that TPM Theory (Total Productive Maintenance)can perfect the equipment management system effectively, mobilize workers in equipment maintenance and improve equipment management level. So as to improve equipment efficiency, improve the production yield, reduce equipment maintenance costs, improve the environment and security goals. By summarizing the current situation of TPM theory and practice research at home and abroad, it is found that the current research on TPM equipment management theory is relatively perfect, but the practical application research on TPM equipment management mainly focuses on the field with high degree of complex automation of equipment, and there is a lack of application research on labor-intensive electronic manufacturing enterprises. This paper takes the application of TPM in equipment management improvement of FD company as a IV case study, analyzes the problems and causes in equipment management of FD company with the method of literature research and case analysis. It explains the process of TPM promotion in FD company, and summarizes the initial effect of TPM implementation. Firstly, this paper expounds the research background, significance, research status at home and abroad, research ideas and innovation points, and puts forward the application of TPM theory in FD company to improve enterprise equipment management system; The second part focuses on the development and definition of TPM, evaluation indicators, "four" zero goals, main activity content, activity steps, and the relationship with other systems and other relevant theories, providing a theoretical basis for the development of subsequent TPM application programs; The third part introduces the general situation, production process and equipment status of FD company, and focuses on the analysis of the current situation, problems and causes of equipment management in the company, which provides the basis for the construction of subsequent application programs; The fourth part combines the characteristics of labor intensive, multi-product and equipment, and builds a TPM equipment management application program that is applicable to FD to solve the problems in the company's equipment management; The fifth part introduces the safeguard measures for the implementation of the application program, which provides a strong guarantee for the smooth implementation of TPM equipment management application program; The sixth part summarizes the initial results of TPM implementation in FD company, and explains that TPM implementation can effectively improve the equipment management level of the company; The last part summarizes and prospects the application of TPM in FD company. After studying the application of TPM equipment management promoted by FD company, it is found that TPM has certain practical guiding significance for improving its equipment management system and improving its equipment management level. This paper holds that TPM is beneficial to solve the equipment management problems existing in labor-intensive electronic manufacturing enterprises and improve the equipment management level of enterprises. FD company's TPM application program and main work contents are of certain reference significance for other labor-intensive electronic manufacturers to implement TPM projects.
