摘要
近几年国际市场油价低迷，竞争加剧。市场经济下企业间的竞争，从外部来
说是市场，从企业内部来说就是管理。在油田企业中，活动设备起着保障油田正
常生产、生活的作用，目前虽然引进了一些先进的设备管理理论和方法，但在实
际生产中仍有不协调的方面，活动设备管理受传统观念重技术轻管理的影响较大，
导致活动设备管理的各项经济指标不理想，如何打破传统，将先进的设备管理理
论和方法融合到生产实际中，制定当前的活动设备管理对策，成为油田企业值得
研究和急需解决的问题

本文首先综述了国内外设备管理方面的研究现状，阐述了活动设备管理的相关
理论，介绍了活动设备的概念，油田企业设备管理的内容以及 TNPM 管理理论，
列出了和活动设备管理相关的经济技术指标，在对 DE 油田企业活动设备管理现状
进行全方位调研的基础上，从 DE 油田企业活动设备维修费用使用情况、活动设备
的经济指标、基层员工的操作技能和领导的重视程度等方面加以分析，总结了 DE
油田企业活动设备管理在基础管理、使用管理、保养管理、和维修管理四个方面
存在的诸多问题，深入剖析这些问题产生的原因，并以全面规范化生产维护理论
为思路，针对 DE 油田企业活动设备的基础管理、使用管理、保养管理和维修管理
逐一提出 DE 油田企业活动设备管理对策，如在基础管理方面，完善设备管理制度；
在使用管理方面，落实活动设备点检制；在保养管理方面，要求全员参与设备保
养工作；在设备维修管理方面，优化活动设备维修方式等等

Problems and Countermeasures Research on the Movable
Equipment Management of DE Petroleum Enterprise
ABSTRACT
In recently years, with the intensified competition, the international market oil
prices has been in the doldrums. The external competition battlefield among the
companies under market-oriented economy is the market, and from the internal side, the
competition is the enterprise management. In the oil field enterprise, the movable
equipment played a role in ensuring the normal production and living in the oil fields.
Although the introduction of some advanced enterprise equipment management theories
and methods, there is still uncoordinated aspects in the actual production. Besides, by
the impact of traditional concepts of putting more emphasis on the technology instead of
management, the economic indicators of the movable equipment are not ideal. How
to break the traditional, integrate the advanced equipment management theory and
method into the actual production, give the countermeasures on the current movable
equipment management, become the problem which is worth studying and need to
solve.
This paper firstly summarizes the current situation of equipment management at
home and abroad, and introduces the advanced equipment management theories, the
concept of movable equipment, the contents of equipment management of oil field
enterprise and TNPM theory, and the economic and technical indicators related to the
movable management. Secondly, based on the all-round investigation of the current
situation of the movable equipment management of DE petroleum enterprise, this paper
analyzes the usage of maintenance costs, economic indicators of the movable equipment,
the skills of front-line staff and the degree of leaders’ attention, etc. And then, this
paper summarizes the four problems in the movable equipment management, which are
the basic management, the usage management, the maintenance management and the
repair management. By analyzing the causes of these problems deeply, this paper
presents the idea of taking TNPM theory as the guiding ideology. In view of the above
problems, the paper puts forward the countermeasures of the movable equipment in DE
petroleum enterprise. Such as In the basic management, improve the equipment

equipment maintenance work; In repair management, optimize the equipment repair
mode and so on.
