本文在对国内和国外安全管理研究现状叙述评论的基础上，比较全面地研究并梳理 了相关的文献资料，对安全管理模式的基本内涵进行综合性的分析与界定，在此基础上 详细的阐述安全管理模式的理论与煤矿安全管理模式所涉及到的具体内容，分析了煤矿 企业安全管理行业背景、现有安全管理模式以及安全管理模式的难点及问题。 在煤矿企业的安全管理模式构建过程中，本文采用案例研究法，选取的研究对 象是内蒙古宝利煤炭有限公司，结合相关的理论深层剖析企业原有CTC安全管理模式 （Culture+Technical+Check）及其实质性的作用。通过分析文化先行、技术管控、检 查随行等安全管理模式对企业安全隐患数据之间的交叉影响的分析，发现现有安全管理 模式的不足。 本论文最后提出企业安全管理的核心应为预防为主的思想；并通过使用先进的 技术和设备引入到煤炭企业的安全运行管理中，提升防控水平；制定标准的操作流程与 管理制度，约束人员行为；最后辅以文化促进安全管理。有关各方形成了一个大的安全 生产管理闭环，由此对CTC模式进行了改进。 关键词：安全管理模式；CTC模式；煤矿企业；改进 研究类型：专题研究 Subject：The Research on improvement of CTC safety management mode in Inner Mongolia Baoli coal mine company Specialty：Master Of Business Administration Name ：Bai Li （Signature） Instructor：Tie Hua Chen （Signature） ABSTRACT On the basis of describing and commenting on the research status of safety management at home and abroad, this paper comprehensively studies and combs the relevant literature, defines the connotation of safety management, summarizes the relevant theories of safety management and the content of safety management mode, and analyses the back of safety management industry in coal mine enterprises. Landscape, existing safety management mode and difficulties and problems in safety management. In the process of building safety management model of coal mine enterprises, this paper uses case study method, selects Inner Mongolia Baoli Coal Mine Co., Ltd. as the object of case study of safety management model of coal mine enterprises, and studies the original CTC safety management model of enterprises (Culture + Technology + Check). Through the analysis of the cross-influence of safety management modes such as culture first, technology control and inspection accompanying on the data of potential safety hazards in enterprises, the shortcomings of existing safety management modes are found. In the end, this paper puts forward that the core of enterprise safety management should be changed to the idea of prevention-oriented; and through the use of advanced technology and equipment into the safety operation management of coal enterprises, improve the level of prevention and control; develop standard operating procedures and management systems to restrain personnel behavior; and finally, culture to promote safety management. All parties concerned formed a large closed loop of safety production management, thereby improving the CTC mode.
