摘要 私立医院是一种由社会资本投资构建的提供医疗服务的特殊营利性企业,为我国 企业安全生产重点考核对象之一。基于《中华人民共和国安全生产法》对企业安全生 产主体责任与须自行开展安全管理工作的规定,结合医疗行业消防特点与企业消防特 有安全问题,私立医院消防安全管理工作需要不断加强,以保障企业的正常经营与持 续发展。如何有效地对企业消防安全绩效进行考核,找到管理薄弱点并做出科学决策, 是企业管理者需要思考的问题,也是本文研究的核心。在目前的实际工作中,大部分 私立医院以管理人员的经验积累为依据开展消防安全绩效考核,缺乏系统性、科学性 与普遍适用性。而在学术研究领域,从现有的各行业安全管理绩效考核相关研究来看, 学者们通常采用层次分析法、模糊综合评价法等方法展开研究,这些传统方法存在专 家主观性影响大,计算过程繁琐,无法考虑潜变量影响,忽略测量误差等问题。 本文基于危机管理过程理论与企业绩效管理理论,采用结构方程模型的方法,构 建兼顾医疗机构特色与企业运营特点的私立医院消防安全绩效考核体系与模型。首先 结合理论基础、相关文献、实地调研、专家问卷,构建了绩效考核体系,共分为危机 预防、危机反应、危机处置、危机恢复四个阶段,包含11个一级指标,36个二级指标。 通过对相关企业发放问卷,收集数据展开分析,运用结构方程模型方法构建了绩效考 核模型,并以各级指标路径系数为基础展开权重分析,一级指标的权重分配范围为 0.064-0.124,二级指标的权重分配范围为0.157-0.523。最后将构建的绩效考核体系与 模型应用于成都上锦南府医院、四川结石病医院、泰康集团成都诊所这三家典型类别 的企业管理实例当中,计算出其总体绩效得分分别为4.191、3.846、3.782,并以总体 与各级指标得分为依据展开对比分析,找到了各企业消防安全的薄弱点,并在基础工 作、教育培训、第三方合作等方面提出了针对性的改进策略与建议。总体而言,本文 为一种探索性研究,虽有一定的研究成果,但仍然存在局限性,在未来仍需进一步深 化与改进。 关 键 词:私立医院;企业安全管理;安全绩效考核;结构方程模型 论文类型:应用研究 西南科技大学硕士学位论文 II ABSTRACT Private hospital is a special profit-making enterprise which is invested by social capital and provides medical service. It is one of the key examination objects of enterprise safety production in China. Based on the provisions of the Work Safety Law of the People's Republic of China on the responsibility of the main body of production safety of enterprises and the need to carry out safety management work by themselves. Combined with the fire protection characteristics of medical institutions and the special safety problems of enterprises. the fire protection safety work of private hospitals needs to be continuously strengthened to ensure the normal operation and sustainable development of enterprises. And how to effectively evaluate the performance of enterprise fire safety, find out the weak points of management and make scientific decisions are the problems that enterprise managers need to think about, and also the problems studied in this thesis. In the current practical work, most private hospitals still carry out fire safety performance assessment based on the accumulated experience of management personnel, which lacks systematic, scientific and universal applicability. And in the field of academic research, from the existing industry safty management performance appraisal research, scholars usually by adopting the method of analytic hierarchy process (ahp) and fuzzy comprehensive evaluation method study, experts subjective influence these traditional methods, calculation process trival, cannot consider latent variables influence, ignoring the problem such as measurement error. Based on the crisis management process theory and enterprise performance management theory, this thesis adopts the method of structural equation model to construct the fire safety performance assessment system and model of private hospitals that take into account the characteristics of medical institutions and the operation characteristics of enterprises. Firstly, based on theoretical basis, relevant literature, field research and expert questionnaire, the performance appraisal system is constructed, which is divided into four stages of crisis prevention, crisis response, crisis management and crisis recovery, including 11 first-level indicators and 36 second-level indicators. By issuing questionnaires to relevant enterprises and collecting data for analysis, a performance assessment model was constructed by using structural equation model method, and weight analysis was carried out based on the path coefficients of indicators at all levels, The weight distribution range of first-level indicators is 0.064-0.124, and that of second-level indicators is 0.157-0.523. Finally will build a performance evaluation system and model is applied to the chengdu jin south mansion, hospital lithiasis in sichuan, chengdu taikang group clinic of the three typical case of category of enterprise management, to calculate its overall performance score were 4.191, 3.846, 3.782, and the total scores and all levels of index score based on comparison and analysis, find the weak spot of each enterprise fire safety, and in the basic work, education and training, third-party cooperation and other aspects to put forward targeted improvement strategies and suggestions. In general, this thesis is an exploratory research, although there are some research results, but there are still limitations, still need to be further deepened and improved in the future.
